การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพปัจจุบันและปัญหาโครงการยกระดับเศรษฐกิจ และสังคมรายตําบลแบบบูรณาการ 2) เปรียบเทียบประสิทธิผลโครงการยกระดับเศรษฐกิจและสังคม รายตําบลแบบบูรณาการ จําแนกตามข้อมูลพื้นฐานรายชุมชน 3) ศึกษาปัจจัยการจัดการโครงการ ที่ส่งผลต่อประสิทธิผลโครงการยกระดับเศรษฐกิจและสังคมรายตําบลแบบบูรณาการ และ 4) นําเสนอ แนวทางการจัดการเพื่อเพิ่มประสิทธิผลโครงการยกระดับเศรษฐกิจและสังคมรายตําบลแบบบูรณาการ เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถามและแบบสัมภาษณ์ สถิติที่ใช้ในการวิจัย ได้แก่ F-test และการวิเคราะห์การถดถอยเชิงพหุคูณ ร่วมกับการวิเคราะห์เนื้อหา ผลการวิจัย 1) สภาพปัจจุบันและปัญหาโครงการยกระดับเศรษฐกิจและสังคมรายตําบล แบบบูรณาการ ภาพรวม พบว่า ระยะเวลาดําเนินโครงการที่จํากัด มหาวิทยาลัยและชุมชนไม่พร้อม เข้าร่วมโครงการ ปัญหาและความต้องการของชุมชนมีความหลากหลาย งบประมาณสนับสนุนที่จํากัด การติดตามและประเมินผลโครงการยังไม่มีประสิทธิภาพเพียงพอ และข้อมูลพื้นฐานรายชุมชน ในปัจจุบันที่ไม่แน่นอน 2) ประสิทธิผลโครงการยกระดับเศรษฐกิจและสังคมรายตําบลแบบบูรณาการ แตกต่างตามปัจจัยข้อมูลพื้นฐานรายชุมชนรวมทุกด้าน อย่างมีนัยสําคัญทางสถิติที่ระดับ .01 3) ปัจจัย การจัดการ ได้แก่ ด้านการจัดการองค์กร ด้านการประสานงาน ด้านการสื่อสาร ด้านการให้คําปรึกษา และด้านการมีส่วนร่วม ส่งผลต่อประสิทธิผลโครงการยกระดับเศรษฐกิจและสังคมรายตําบลแบบ บูรณาการ โดยรวมอย่างมีนัยสําคัญทางสถิติที่ระดับ .01 ด้านการวางแผนและด้านรายงานผล ส่งผล ต่อประสิทธิผลโครงการยกระดับเศรษฐกิจและสังคมรายตําบลแบบบูรณาการ โดยรวมอย่างมีนัยสําคัญ ทางสถิติที่ระดับ .05 ส่วนด้านการนํา และด้านการควบคุม กํากับ ติดตาม ส่งผลต่อประสิทธิผล โครงการยกระดับเศรษฐกิจและสังคมรายตําบลแบบบูรณาการ โดยรวมอย่างไม่มีนัยสําคัญทางสถิติ และ 4) แนวทางการจัดการเพื่อเพิ่มประสิทธิผลโครงการยกระดับเศรษฐกิจและสังคมรายตําบลแบบ บูรณาการ ได้แก่ แนวทางเชิงรุก 2 แนวทาง แนวทางเชิงแก้ไข 2 แนวทาง แนวทางเชิงป้องกัน 2 แนวทาง และแนวทางเชิงรับ 2 แนวทาง
This research aimed to 1) study the current status and problems of integrated sub-district economic and social upgrading projects, 2) compare the effectiveness of integrated sub-district economic and social upgrading projects classified by community basic information, 3) study the project management factors affecting the effectiveness of integrated sub-district economic and social upgrading projects, and 4) propose management guidelines to increase the effectiveness of integrated sub-district economic and social upgrading projects. The research tools were questionnaires and interview forms. Statistics used in the research were F-test and multiple regression analysis, along with content analysis. Research results: 1) Current status and problems of integrated sub-district economic and social upgrading projects overall, it was found that the project implementation period was limited, universities and communities were not ready to participate in the project, community problems and needs of the community are diverse, the support budget is limited, and the monitoring and evaluation of the project are not efficient enough, and basic information about each community is currently uncertain. 2) The effectiveness of the project differed according to all community basic information factors at the .01 level. 3) Management factors included organizational management, coordination, communication, consultation, and participation affect the effectiveness of the project at .01 level of significance. Planning and reporting aspects affected the effectiveness of the project at the .05 level of significance. Leading and controlling had no affect the effectiveness of the project, and 4) Management guidelines to increase the effectiveness of the project include 2 proactive guidelines, 2 preventive guidelines, and 2 reactive guidelines.
