การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสภาพปัจจุบัน การจัดการระบบและประสิทธิผลการ ให้บริการแลกเปลี่ยนข้อมูลสุขภาพ นําไปสู่การวิเคราะห์และนําเสนอแนวทางการพัฒนาประสิทธิผล ของระบบการแลกเปลี่ยนข้อมูลสุขภาพเฮลท์ลิงค์ โดยการสัมภาษณ์เชิงลึกกลุ่มผู้บริหารระดับสูง ผู้เชี่ยวชาญ จํานวน 7 คน และสัมภาษณ์แพทย์ผู้มีประสบการณ์ใช้งานระบบ จํานวน 20 คน พร้อมทั้ง การใช้เทคนิคเดลฟายในการประเมินเป็นลําดับต่อมา ผลการวิจัยพบว่า มหาวทยาลัยนอร์ทกรุงเทพ 1. การเปลี่ยนแปลงทางสังคม โครงสร้างประชากร ที่มีผู้สูงอายุเพิ่มขึ้นและการเจ็บป่วยด้วย โรคไม่ติดต่อมีจํานวนมากทําให้การแลกเปลี่ยนข้อมูลทางการแพทย์ระหว่างสถานพยาบาลจึงมี ความสําคัญมากเพื่อให้ผู้ป่วยสามารถรับการรักษาได้อย่างมีประสิทธิภาพปลอดภัยเมื่อเกิดเหตุฉุกเฉิน หรือย้ายสถานพยาบาล ซึ่งต้องอาศัยนโยบายด้านการเมืองที่ต่อเนื่องชัดเจน การสนับสนุนและการ ทํางานร่วมกันอย่างเป็นรูปธรรมของหน่วยงานต่าง ๆ อีกทั้งการจัดการระบบที่เหมาะสม 2. แพทย์ผู้ใช้ระบบเห็นความสําคัญต่อระบบการแลกเปลี่ยนข้อมูลสุขภาพเฮลท์ลิงค์ ทั้งในภาพรวมอยู่ในระดับมากที่สุด เรื่องระบบการยืนยันตัวตนและเข้าใช้บริการของประชาชน อยู่ใน ระดับมาก ระบบการยืนยันตัวตนและการเข้าใช้งานของแพทย์ อยู่ในระดับมากที่สุด การจัดการข้อมูล สุขภาพและหน้าจอแสดงผล อยู่ในระดับมากที่สุด 3. แนวทางการพัฒนาประสิทธิผลระบบการแลกเปลี่ยนข้อมูลสุขภาพเฮลท์ลิงค์ ได้แก่ การจัดตั้งคณะกรรมการระดับชาติข้ามกระทรวงในการกํากับนโยบายระดับประเทศ รวมทั้งการนํา ระบบการแลกเปลี่ยนข้อมูลสุขภาพไปเป็นระบบพื้นฐานรองรับระบบอื่น ๆ เช่น การแพทย์ทางไกล การ จัดการระบบธรรมาภิบาลและบูรณาการข้อมูลให้เป็นมาตรฐาน การส่งเสริมการบูรณาการข้อมูลข้าม หน่วยงานและการส่งเสริมให้บุคลากรทางการแพทย์มีความรู้ด้านข้อมูลทางการแพทย์ ร่วมกับการ ส่งเสริมการรับรู้ของประชาชนและการใช้งานของประชาชน
The objective of this research is to enhance the effectiveness of the HealthLink health data exchange system by obtaining mixed-method study of 2 sample groups involved in this research include 7 senior-level administrators, experts, and hospital managers, 20 health link - experienced physicians, using Delphi technique. The research findings reveal as follows: 1\. Social changes and shifts in demographics, characterized by an increasing elderly population and a higher prevalence of non-communicable diseases, have emphasized the importance of leveraging digital technology for healthcare data exchange. Effective healthcare data exchange is crucial to ensure that patients can receive efficient and secure treatment, especially in emergency situations or when transferring between healthcare facilities. Key factors include consistent and clear political policies, collaborative efforts among all relevant organizations. 2\. Medical professionals hold a significantly high regard for the Health Link health data exchange system. Their overall rating was at the highest level. Aspects such as user authentication and public access to the system were rated highly, while physician authentication and system usage were rated highest. Data management and display interfaces were also rated at the highest level. 3\. Recommended strategies include proactive approaches, establishment of a national-level interdisciplinary committee, implementation of national policies to engage the public in healthcare data exchange, and ensuring compatibility with other systems like Telemedicine. Corrective strategies involve improving data governance and standardization, promoting cross organizational data integration, enhancing healthcare professionals' knowledge of medical data, and raising public engagement.
