การวิจัยนี้มีวัตถุประสงค์ เพื่อศึกษาสภาพและปัญหาเกี่ยวกับการกระทำความรุนแรงต่อเด็กและสตรี สาเหตุและผลกระทบของการกระทำความรุนแรงต่อเด็กและสตรี ข้อมูลเกี่ยวกับองค์กร การจัดการขององค์กรและกระบวนการคุ้มครองสิทธิและป้องกันการกระทำความรุนแรงต่อเด็กและสตรี ความคิดเห็นและข้อเสนอแนะของผู้ทรงคุณวุฒิที่มีประสบการณ์เกี่ยวกับการคุ้มครองสิทธิและป้องกันการกระทำความรุนแรงต่อเด็กและสตรี เพื่อเสนอแนวทางการจัดการขององค์กรเกี่ยวกับการคุ้มครองสิทธิและป้องกันการกระทำความรุนแรงต่อเด็กและสตรี งานวิจัยนี้เป็นงานวิจัยเชิงคุณภาพ เครื่องมือที่ใช้เป็นแบบสัมภาษณ์เชิงลึกและมีโครงสร้าง มีผู้ให้ข้อมูล 4 กลุ่ม ประกอบด้วย 1) ผู้บริหารองค์กรเอกชนและองค์กรส่วนราชการ จำนวน 15 คน 2) เจ้าหน้าที่องค์กรเอกชน และองค์กรส่วนราชการ จำนวน 15 คน 3) ผู้ถูกกระทำความรุนแรงและญาติ จำนวน 15 คน และ 4) ผู้ทรงคุณวุฒิ จำนวน 14 คน มีการรวบรวมข้อมูลโดยการประเมินความเหมาะสมของกระบวนการคุ้มครองสิทธิและป้องกันการกระทำความรุนแรงต่อเด็กและสตรี สถิติที่ใช้ในการวิเคราะห์ข้อมูล โดยการวิเคราะห์เชิงเนื้อหา (Content Analysis) และนำเสนอในเชิงพรรณนา (Descriptive) ผลการวิจัยพบว่า สภาพการกระทำความรุนแรงเป็นรูปแบบของการกระทำความรุนแรงทางเพศต่อคู่ครอง การกระทำความรุนแรงต่อบุคคลในครอบครัว อยู่ในระดับความรุนแรงมาก ปัญหาที่ส่งผลให้เกิดการกระทำความรุนแรงมาจากสภาพทางเศรษฐกิจ สภาพแวดล้อมชุมชนและสังคม สาเหตุที่ส่งผลให้เกิดการกระทำความรุนแรงมาจากพฤติกรรมส่วนบุคคลที่มีการศึกษาต่ำ มีอารมณ์ร้อน ส่วนการจัดการ องค์กรเอกชนและองค์กรส่วนราชการใช้การจัดการองค์กรของ POSDCoRB สรุปผลการวิจัย ได้แนวทางการจัดการองค์กรที่สำคัญ มี 3 แนวทาง ที่มุ้งเน้นการคุ้มครองสิทธิและป้องกันการกระทำความรุนแรงต่อเด็กและสตรีโดยตรง ดังนี้ 1) แนวทางการจัดการเพื่อเพิ่มประสิทธิภาพของการบริหารจัดการองค์กรเกี่ยวกับการคุ้มครองสิทธิและป้องกันการกระทำความรุนแรงต่อเด็กและสตรี 2) แนวทางการจัดการองค์กรเพื่อคุ้มครองสิทธิและช่วยเหลือเด็กและสตรีจากการถูกกระทำความรุนแรง 3) แนวทางการจัดการองค์กรเพื่อป้องกันและแก้ไขการกระทำความรุนแรงต่อเด็กและสตรี
The purpose of this research for study the condition and problems related to violence against children and women, the cause and effect of violence against children and women, the data, management and the processes of organization related to the rights protection and violence prevention against children and women, expert advice related to the rights protection and violence prevention against children and women, to propose the organization management guidelines related to the rights protection and the violence prevention against children and women. This research is qualitative research. The instruments used in this research were in-depth interview from 4 groups 1) the administrator of private and government organization 15 persons 2) the officers of private and government organization 15 persons 3) the victims and victim’s relatives 15 person 4) the qualified expert 14 persons for evaluating appropriateness the rights protection and the violence prevention against children and women. This research used data analysis by content analysis and descriptive presentation. The result of research found that the pattern of sexual violence against spouses and violence against people in family were in the high level. The violence’s problem caused by economic conditions, the causes to effect violent actions from low education and hot tempered person. All private and government organizations related to the rights protection and the violence prevention against children and women used POSDCoRB theory. The conclusion of the research's results, there were 3 guidelines directly related to the rights protection and the violence prevention against children and women 1) guideline to increase effectiveness of the organization management related to the rights protection and the violence prevention against children and women 2) guideline related to the rights protection and assist children and women 3) guideline related to the violence prevention and solve the violence against children and women.
