การศึกษาวิจัยนี้มีวัตถุประสงค์ เพื่อศึกษาสภาพ ความสำเร็จ ปัญหาและการมีส่วนร่วมของผู้เกี่ยวข้องในการจัดการกองทุนฯปัจจัยที่ส่งผลต่อความสำเร็จของการมีส่วนร่วมของผู้เกี่ยวข้องในการจัดการกองทุนพัฒนาไฟฟ้าฯ และวิเคราะห์และเสนอกลยุทธ์การจัดการแบบมีส่วนร่วมของกองทุนพัฒนาไฟฟ้าฯ กลุ่มตัวอย่างผู้ให้ข้อมูลมีจำนวน 1,240 คน ประกอบด้วยกลุ่มที่ 1 ผู้เชี่ยวชาญด้านกองทุน จำนวน 40 คน กลุ่มที่ 2 ผู้ได้รับผลกระทบในพื้นที่ จำนวน 600 คน และกลุ่มที่ 3 ผู้บริหารชุดปัจจุบัน จำนวน 600 คน ได้แก่ กรรมการระดับจังหวัด 300 คน และกรรมการระดับตำบล 300 คน จากกองทุนพัฒนาไฟฟ้าใน จำนวน 20 กองทุน จาก 18 จังหวัด ผลการศึกษาพบว่า กองทุนพัฒนาไฟฟ้าเพื่อพัฒนาชุมชน เป็นกองทุนฯที่มีกฎหมายเฉพาะรองรับ ด้านงบประมาณมีความเพียงพอ การออกระเบียบเพื่อใช้ปฏิบัติยังไม่เชื่อมโยงการมีส่วนร่วมกับระดับพื้นที่ มีการปรับเปลี่ยนกฎระเบียบบ่อย การจัดสรรงบประมาณสำหรับแผนงานกองทุนพัฒนาไฟฟ้ามีความซ้ำซ้อนกันและไม่สอดคล้องกับวัตถุประสงค์ของกองทุนพัฒนาไฟฟ้าฯ ซึ่งมุ่งส่งเสริมคุณภาพชีวิต สุขภาพ สุขภาวะ และการอนุรักษ์และฟื้นฟูสิ่งแวดล้อม ปัจจัยที่ส่งผลต่อความสำเร็จของการมีส่วนร่วมของผู้เกี่ยวข้องในการจัดการกองทุนพัฒนาไฟฟ้าฯ เรียงลำดับอิทธิพล ได้แก่ ปัจจัยด้านการประเมินผลและการควบคุม การนำกลยุทธ์ไปปฏิบัติ การกำหนดกลยุทธ์ของกองทุนพัฒนาไฟฟ้าฯ และการวิเคราะห์สภาพแวดล้อม กลยุทธ์การจัดการแบบมีส่วนร่วมของกองทุนพัฒนาไฟฟ้าฯที่สำคัญ ได้แก่ การมุ่งเพิ่มประสิทธิผลด้านการสร้างเสริมและฟื้นฟูสิ่งแวดล้อมและสุขภาวะที่ดีของชุมชนรอบโรงไฟฟ้า และการมุ่งเพิ่มประสิทธิผลด้านการสร้างความไว้วางใจ และทัศนคติเชิงบวกของชุมชนรอบโรงไฟฟ้า
This research aimed to study the achievement problems and participation of those involved in managing the Electricity Development Fund for Community Development (EDF for CD), to study the affecting the success of the participation, and to analyse and propose the management strategies for the fund. The 1,240 samples consisted of 40 specialists, 600 people in impacted areas; 600 currently executive committees and 300 provincial committees from 20 funds in 18 provinces. The results showed that the fund have operated with specific legal supporting, the adequate budgeting, operating disconnected with the area environments, as well as the rules be always changed. Budget allocation were duplicated for plans and projects operating, and inconsistent to the fund objectives; quality of life; health and well - being, supporting, and environment conservation and restoring. It also be found that 4 factors influent on the success of the stakeholder participation in the fund management were the evaluation and controlling, implement, fund strategies, and environmental analysis factors, respectively. Two strategies for participation management in the EDF for CD were focusing on increasing the effectiveness of environmental protection and rehabilitation of surrounding communities and increasing the effectiveness of trust creation with the positive attitude of the community around the plant.
