การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสภาพ ปัญหาและอุปสรรค ในการควบคุมผู้ต้องขัง รายสำคัญ คดียาเสพติดให้โทษ ศึกษาปัจจัยที่เกี่ยวข้องกับการควบคุมผู้ต้องขังรายสำคัญ คดียาเสพติดให้โทษและปัจจัยการบริหารจัดการภายในเรือนจำ/ทัณฑสถาน ที่ส่งผลต่อความสำเร็จในการดำเนินงานตามพันธกิจกรมราชทัณฑ์ พร้อมทั้งวิเคราะห์และนำเสนอกลยุทธ์ในการควบคุมผู้ต้องขังรายสำคัญ คดียาเสพติดให้โทษ โดยเป็นการวิจัยเชิงสำรวจที่มีลักษณะการวิจัยแบบผสมผสานทั้งเชิงปริมาณและคุณภาพ กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ ผู้เชี่ยวชาญ จำนวน 17 คน และผู้ปฏิบัติงานในเรือนจำที่ควบคุมผู้ต้องขังรายสำคัญ คดียาเสพติดให้โทษ 125 แห่ง จำนวน 385 คน ผลการวิจัยพบว่า ในปัจจุบันผู้ต้องขังรายสำคัญ คดียาเสพติดให้โทษมีจำนวนเพิ่มขึ้นเป็นอย่างมาก ส่งผลต่อการประสิทธิภาพการควบคุมผู้ต้องขังและภาพลักษณ์ที่เป็นลบของกรมราชทัณฑ์ ปัจจัยที่เกี่ยวข้องกับการควบคุมด้านการจัดสภาพทางกายภาพ มาตรการในการควบคุม ระบบการรักษาความปลอดภัย ระบบเสริมความมั่นคง กระบวนการควบคุมไปรักษาพยาบาล และกระบวนการย้ายเรือนจำ ส่งผลต่อความสำเร็จด้านการพัฒนาพฤตินิสัยและด้านการใช้นวัตกรรมมาใช้ในการดำเนินงานและ การแก้ไขปัญหา ปัจจัยการบริหารจัดการทั้ง 7 ด้าน ไม่ส่งผลต่อความสำเร็จในการดำเนินงานตามพันธกิจของกรมราชทัณฑ์ ด้านการควบคุมผู้ต้องขัง ด้านบุคลากร ส่งผลต่อความสำเร็จในการด้านการใช้นวัตกรรมมาใช้ในการดำเนินงานและการแก้ไขปัญหา และมีอิทธิพลต่อประสิทธิผลของการพัฒนาพฤตินิสัยผู้ต้องขัง มากที่สุด รองลงมาคือ ด้านค่านิยมร่วมและด้านกลยุทธ์ ตามลำดับ กลยุทธ์สำคัญที่ควรนำมาใช้ในการควบคุมผู้ต้องขังรายสำคัญ คดียาเสพติดให้โทษ คือ กลยุทธ์ที่มุ่งเน้นความเป็นมืออาชีพด้านการควบคุมผู้ต้องขัง มุ่งเสริมแรงหนุนในการพัฒนาพฤตินิสัยด้วยการบูรณาการเครือข่ายพันธมิตรราชทัณฑ์ และมุ่งแก้ไขปัญหาด้วยนวัตกรรมและเทคโนโลยี ด้านการข่าวและระบบฐานข้อมูล
This research aimed to study situations, problems, and obstacles towards controlling the high-profile illegal for drugs prisoners, study factors relating to the control of the high-profile illegal for drugs prisoners, and internal management factors of prisons/correctional institution effecting to the success of the high-profile illegal for drugs prisoners controlling and to analyze and propose strategies for the high-profile illegal for drugs prisoners controlling. This survey research was conducted by mixed method with quantitative and qualitative data collection. The 402 samples used in this research were 17 experts and 385 persons working for the high-profile illegal for drugs prisoners controlling in 125 prisons. The finding revealed that; high increasing of the high-profile illegal for drugs have effected to the prisoners controlling efficiency and negative image of Department of Corrections. The physical management, controlling measure, safety system, security system, controlling process for hospitalization, and controlling process for prisoner transfer, effected to the success in prisoner rehabilitation and innovation application for operation and problem solving. The personal management, controlling measure, safety system, security system and controlling process for prison transfer effected to the success in aspect of innovation using for operation and problem-solving. The 7 management factors did not effect to the success in the aspect of prisoners controlling. Personnel management was influent on the innovation application for operation and problem-solving, as well as had influence on rehabilitation staff, share value, and strategies, respectively. The 3 strategies for the high-profile illegal for drugs prisoners controlling should focus on controlling profession, rehabilitation supporting with collaboration and problem solving by innovation and technology in intelligence and data base system.
