การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพการบริหารงานวิชาการ และปัจจัยส่งเสริม การบริหารงานวิชาการที่มีประสิทธิผลของโรงเรียนประถมศึกษาในจังหวัดนนทบุรี 2) สร้างรูปแบบ การบริหารงานวิชาการที่มีประสิทธิผลของโรงเรียนประถมศึกษาในจังหวัดนนทบุรี และ 3) ทดลองและ ประเมินรูปแบบฯ ที่พัฒนาขึ้น กลุ่มตัวอย่าง ได้แก่ ผู้อํานวยการสถานศึกษา รองผู้อํานวยการกลุ่ม บริหารวิชาการ หัวหน้างานวิชาการ หัวหน้ากลุ่มสาระการเรียนรู้ 8 กลุ่ม หัวหน้างานกิจกรรมพัฒนา ผู้เรียน หัวหน้างานวัดและประเมินผลการศึกษา และหัวหน้างานประกันคุณภาพการศึกษา รวมจํานวน 14 คน เครื่องมือที่ใช้ ได้แก่ แบบสอบถาม แบบสัมภาษณ์แบบกึ่งโครงสร้าง วิเคราะห์ข้อมูลโดยวิธีการ สังเคราะห์เนื้อหา วิเคราะห์ข้อมูลด้วยโปรแกรมสําเร็จรูป ผลการวิจัย พบว่า 1) สภาพการบริหารงานวิชาการ และปัจจัยส่งเสริมการบริหารงาน วิชาการที่มีประสิทธิผลของโรงเรียนประถมศึกษาในจังหวัดนนทบุรี โดยรวมมีการปฏิบัติอยู่ในระดับมาก 2) รูปแบบการบริหารงานวิชาการที่มีประสิทธิผลของโรงเรียนประถมศึกษาในจังหวัดนนทบุรี มี 3 องค์ประกอบหลัก (1) ขอบข่ายการบริหารงานวิชาการที่มีประสิทธิผล มี 9 ด้าน ได้แก่ การพัฒนา หลักสูตรสถานศึกษา การพัฒนากระบวนการเรียนรู้ การวัดและประเมินผลการศึกษา การวิจัยเพื่อ พัฒนาคุณภาพการศึกษา การพัฒนาและส่งเสริมให้มีแหล่งเรียนรู้ การนิเทศการศึกษา การแนะแนว การศึกษา การพัฒนาระบบการประกันคุณภาพภายใน และการพัฒนาสื่อ นวัตกรรมและเทคโนโลยี เพื่อการศึกษา (2) กระบวนการบริหารงานวิชาการ มี 4 ด้าน ได้แก่ การวางแผน การปฏิบัติตามแผน การตรวจสอบประเมินผล และการปรับปรุงนําไปใช้ (3) ปัจจัยส่งเสริมการบริหารงานวิชาการที่มี ประสิทธิผล มี 4 ด้าน ได้แก่ ภาวะผู้นําทางวิชาการ การพัฒนาศักยภาพครู บรรยากาศการเรียนรู้ของ โรงเรียน และการมีส่วนร่วมของผู้ปกครอง 3) ผลการทดลองและประเมินรูปแบบฯ ที่พัฒนาขึ้น พบว่า มีความเป็นไปได้และความเป็นประโยชน์อยู่ในระดับมากที่สุด
This research aimed to 1) study the condition of academic administration and promoting factors effectiveness of academic management of primary schools in Nonthaburi, 2) create an effectiveness of academic management model for primary schools in Nonthaburi province, and 3) test and evaluate the developed model. The sample group included school directors, academic deputy directors, academic administration group, head of 8 learning subject groups, activity supervisors, head of educational assessment, and head of educational quality assurance, a total of 14 persons. The research tools used were questionnaires and semi-structured interviews. Data were analyzed using content synthesis and software package. The results revealed that 1) The academic administration conditions and factors promoting effective academic administration of primary schools in Nonthaburi province are generally at a high level. 2) The effective academic administration model of primary schools in Nonthaburi province has 3 main components (1) Scope of effective academic administration has 9 aspects - development of school curriculum; development of learning processes; educational assessment; research to develop the quality of education; developing and promoting learning resources; educational supervision; educational guideline; development of internal quality assurance systems; and development of media, innovation and technology for education. (2) The academic administration process consists of 4 aspects planning (Plan), implementing the plan (Do), checking and evaluating (Check), and improving implementation (Act). (3) factors promoting effective academic administration consists of 4 aspects - academic leadership; teacher potential development; school learning atmosphere; and parental participation. 3) The results of the experiment and evaluation of the developed model showed that it is highly feasible and useful.
