การวิจัยนี้มีวัตถุประสงค์เพื่อพัฒนาและประเมินรูปแบบการบริหารงานประกันคุณภาพ ภายในสถานศึกษา ระดับมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสมุทรปราการ ใช้การวิจัยเชิงผสานวิธี ประกอบด้วย 3 ขั้นตอน 1) ศึกษาสภาพและแนวทางการบริหารงานประกัน คุณภาพภายในสถานศึกษา ระดับมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา สมุทรปราการ 2) พัฒนารูปแบบการบริหารงานประกันคุณภาพภายในสถานศึกษา ระดับมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสมุทรปราการ และ 3) ทดลองใช้แล้วประเมินรูปแบบฯ กลุ่มตัวอย่างที่ใช้ในการวิจัยเชิงปริมาณ คือ ผู้อำนวยการสถานศึกษา จำนวน 24 คน รองผู้อำนวยการ สถานศึกษา กลุ่มบริหารวิชาการ จำนวน 24 คน ครูผู้ได้รับมอบหมายให้รับผิดชอบงานประกันคุณภาพ ภายใน จำนวน 24 คน รวม 72 คน และผู้ให้ข้อมูลในการวิจัยเชิงคุณภาพ ได้แก่ ผู้บริหารสถานศึกษา ศึกษานิเทศก์ และครูผู้ได้รับมอบหมาย รวม 9 คน เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถาม แบบ สัมภาษณ์กึ่งโครงสร้าง และแบบประเมินการใช้รูปแบบฯ โดยใช้สถิติพื้นฐาน สถิติทดสอบสมมติฐาน และการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า 1. สภาพการบริหารงานประกันคุณภาพภายในสถานศึกษา ระดับ มัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสมุทรปราการ โดยรวม มีระดับการปฏิบัติ อยู่ในระดับมาก 2. ผลการพัฒนารูปแบบฯ พบว่า รูปแบบ ประกอบด้วย 3 องค์ประกอบ คือ 1) งาน การประกันคุณภาพภายในสถานศึกษา มี 7 ตัวชี้วัด 2) กระบวนการบริหาร มี 5 ขั้นตอน คือ การให้ ความรู้ (Knowledge K), การวางแผน (Plan P), การดำเนินการตามแผน (Do D), การตรวจสอบ (Check C) และการแก้ไขปรับปรุง (Act A) 3) มาตรฐานการประกันคุณภาพภายในสถานศึกษา ตาม กฎกระทรวง พ.ศ. 2561 มี 3 มาตรฐาน 3. ผลการทดลองใช้แล้วประเมินรูปแบบฯ ด้วยการประเมิน ความพึงพอใจ พบว่า โดยรวมอยู่ในระดับมาก และรูปแบบฯ มีความเป็นไปได้และความเป็นประโยชน์ อยู่ในระดับมากที่สุด
This research aimed to develop and evaluate the internal quality assurance management model in secondary schools under the Secondary Educational Service Area Office Samut Prakan. It was mixed-method research, consisting of 3 steps 1) to study the status and guidelines for internal quality assurance management in secondary schools under the Secondary Educational Service Area Office Samut Prakan, 2) to develop the internal quality assurance management model in secondary schools under the Secondary Educational Service Area Office Samut Prakan, and 3) to test and evaluate the developed model. The sample group used in the quantitative research included 24 school directors, 24 deputy directors, 24 people of academic affairs, 24 teachers assigned to be responsible for internal quality assurance, totaling 72 people, and the informants in the qualitative research were school directors, educational supervisors, and assigned teachers, totaling 9 people. The research instruments were questionnaires, semi-structured interview forms, and an evaluation form for the use of the model, using basic statistics, hypothesis testing, and content analysis. The results revealed that 1. The status of internal quality assurance management in secondary schools under the Secondary Educational Service Area Office Samut Prakan, overall, the practice is at a high level. 2. The results of the model development consists of 3 components 1) Internal quality assurance work in the school, there are 7 indicators. 2) The management process has 5 steps Knowledge K, Plan P, Do D, Check C, and Act A. 3) Internal quality assurance standards in schools according to the Ministerial Regulations of 2018, there are 3 standards. 3. The results of the trial use and evaluation of the model by assessing satisfaction found that it was at a high level overall, and assessing the feasibility and usefulness, it was found to be at the highest level.
