การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาสภาพและแนวทางพัฒนาการบริหารงานวิชาการสู่ความเป็นเลิศของผู้บริหารสถานศึกษาในศตวรรษที่ 21 2) เพื่อสร้างและตรวจสอบรูปแบบการบริหารงานวิชาการสู่ความเป็นเลิศของผู้บริหารสถานศึกษาในศตวรรษที่ 21 3) เพื่อศึกษาผลการทดลองใช้รูปแบบการบริหารงานวิชาการสู่ความเป็นเลิศของผู้บริหารสถานศึกษาในศตวรรษที่ 21 โดยดำเนินการ 3 ขั้นตอน ดังนี้ ขั้นตอนที่ 1 ศึกษาสภาพ และแนวทางการบริหารงานวิชาการสู่ความเป็นเลิศของผู้บริหารสถานศึกษาในศตวรรษที่ 21 โดยการสัมภาษณ์ผู้ทรงคุณวุฒิ ขั้นตอนที่ 2 การสร้างและตรวจสอบรูปแบบด้านความเหมาะสมและความถูกต้องด้วยวิธีกระบวนการสนทนาเชิงลึก และขั้นตอนที่ 3 ทดลองและประเมินรูปแบบด้านความเป็นประโยชน์และความเป็นไปได้จากผู้ใช้ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหา **ผลการวิจัย พบว่า** **รูปแบบการบริหารงานวิชาการสู่ความเป็นเลิศของผู้บริหารสถานศึกษาในศตวรรษที่ 21 มี 2 องค์ประกอบหลัก คือ** 1. **องค์ประกอบการบริหารงานวิชาการสู่ความเป็นเลิศในศตวรรษที่ 21 มี 6 องค์ประกอบย่อย ประกอบด้วย** 1. การพัฒนาหลักสูตรของสถานศึกษา 2. การจัดการเรียนรู้ 3. การวัดผลและประเมินผล 4. การนิเทศการศึกษา 5. การพัฒนาระบบประกันคุณภาพ 6. การพัฒนาสื่อนวัตกรรมและเทคโนโลยีเพื่อการศึกษา และ 7. กระบวนการบริหารงานวิชาการสู่ความเป็นเลิศของสถานศึกษาในศตวรรษที่ 21 มี 4 ขั้นตอน ได้แก่** 1. แนวทาง 2. การนำไปปฏิบัติ 3. การทบทวนและการปรับปรุง 4. การบูรณาการ และผลการทดลองใช้รูปแบบที่พัฒนาขึ้น พบว่า ในภาพรวมมีความเป็นไปได้และเป็นประโยชน์ในระดับมากที่สุด
This research aimed to 1) study the conditions and guidelines for developing the excellent academic affairs management model of the school administrators in the 21st century, 2) create and examine the excellent academic affairs management model of the school administrators in the 21st century, and 3) try-out and evaluate the excellent academic affairs management model. This research was a mixed method research having 3 phrases: 1) Studying the status of the academic affairs management towards the school administrators' excellence in the 21st century and studied the guidelines of the academic affairs towards the school administrators' excellence in the 21st century. Experts were interviewed. 2) Creating and examining the correctness and the suitability from experts using the focus group. 3) Experimenting and evaluating the usefulness and the possibility. The statistics used to analyze data were mean, standard deviation, and content analysis. The results revealed that: The excellent academic affairs management of the school administrators in the 21st century composed of 2 main components: 1) The component of the academic affairs management towards the excellence in the 21st century having 6 sub-components including (1) school curriculum development, (2) learning management, (3) measurement and evaluation, (4) educational supervision, (5) development in quality assurance, and (6) development in innovative media and educational technology. 2) The process of the academic affairs management towards the schools in the 21st century consists of 4 steps: the guidelines, the implementation, the review and the improvement, and the integration. The developed excellent academic affairs management model was at the highest level.
