การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพและแนวทางการบริหารเชิงกลยุทธ์ของสถานศึกษาสู่องค์กรแห่งการเรียนรู้ในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษานนทบุรี 2) สร้างและประเมินรูปแบบการบริหารเชิงกลยุทธ์ของสถานศึกษาสู่องค์กรแห่งการเรียนรู้ในศตวรรษที่ 21 3) ศึกษาผลการทดลองใช้รูปแบบการบริหารเชิงกลยุทธ์ของสถานศึกษาสู่องค์กรแห่งการเรียนรู้ในศตวรรษที่ 21 กลุ่มตัวอย่าง คือ ผู้อำนวยการโรงเรียน 17 คน รองผู้อำนวยการและหัวหน้ากลุ่มการเรียนรู้ รวม 157 คน และสัมภาษณ์ผู้เชี่ยวชาญ 9 คน การวิจัยครั้งนี้เป็นการวิจัยเชิงพรรณนา เครื่องมือที่ใช้เก็บรวบรวมข้อมูล ได้แก่ แบบสอบถาม และแบบสัมภาษณ์กึ่งโครงสร้าง สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า 1) สภาพและแนวทางการบริหารเชิงกลยุทธ์ของสถานศึกษาสู่องค์กรแห่งการเรียนรู้ในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษานนทบุรี โดยภาพรวมและรายด้านทุกด้าน อยู่ในระดับมาก 2) รูปแบบการบริหารเชิงกลยุทธ์ของสถานศึกษาสู่องค์กรแห่งการเรียนรู้ในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษานนทบุรี ประกอบด้วย 2 ประการหลัก คือ (1) แนวทางการบริหารเชิงกลยุทธ์ของสถานศึกษาสู่องค์กรแห่งการเรียนรู้ในศตวรรษที่ 21 มี 7 ด้าน: การจัดโครงสร้างองค์กร, การมีวิสัยทัศน์ร่วม, การจัดการความรู้, การทำงานเป็นทีม, การพัฒนาบุคลากร, บรรยากาศในการเรียนรู้, และการใช้เทคโนโลยีและนวัตกรรมดิจิทัล (2) กระบวนการบริหารเชิงกลยุทธ์สถานศึกษาสู่องค์กรแห่งการเรียนรู้ในศตวรรษที่ 21 ของผู้บริหารสถานศึกษา มี 5 ด้าน: นโยบายองค์กร, การวางแผนกลยุทธ์, การกำหนดกลยุทธ์, การนำกลยุทธ์ไปปฏิบัติ, และการควบคุมและประเมินผล 3) ผลการทดลองใช้รูปแบบการบริหารเชิงกลยุทธ์ของสถานศึกษาสู่องค์กรแห่งการเรียนรู้ในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษานนทบุรี มีความเป็นไปได้และความเป็นประโยชน์ ในภาพรวมและรายด้าน อยู่ในระดับมากที่สุด
This research aimed to 1) study the conditions and guideline on school administration towards learning organization in the 21st Century, the Secondary Educational Service Area Office Nonthaburi; 2) create strategies of school administration model towards learning organization in the 21st Century; 3) experiment and evaluate the model. Samples included 17 school directors, deputy directors and heads of learning groups totally 157 persons and interviewed 9 experts The instruments for collecting data were a set of questionnaire and in-depth interview form. The data were analyzed by mean, standard deviation, and content analysis. The research results were as follows; 1) The condition of school administration towards a learning organization in the 21st century of school administrators was at a high level in all aspects. 2) Strategic management model of school towards learning organization in the 21st Century consists of 2 main aspects: (1) The strategic management approach of school towards learning organizations in the 21st century has 7 aspects: organizational structure, common vision, knowledge management, teamwork, personnel development, learning atmosphere, and use of technology and digital innovation. (2) The process of school administration strategy consists of 5 aspects: organizational policies, strategic planning, strategy formulation, strategy implementation, and control and evaluation. 3) The results of the experimental use of the model showed that it was feasible and had the highest level of utility overall and in each aspect.
