การวิจัยนี้มีวัตถุประสงค์เพื่อพัฒนารูปแบบการบริหารงานวิชาการแบบมีส่วนร่วมเพื่อส่งเสริม การจัดการเรียนรู้ยุคใหม่ สำหรับโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาจันทบุรี ตราด โดยดำเนินการ 3 ขั้นตอน ได้แก่ ขั้นตอนที่ 1 ศึกษาสภาพและแนวทางการบริหารงานวิชาการแบบมี ส่วนร่วมเพื่อส่งเสริมการจัดการเรียนรู้ยุคใหม่ สำหรับโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษา มัธยมศึกษาจันทบุรี ตราด ขั้นตอนที่ 2 พัฒนารูปแบบฯ โดยการนำผลการศึกษาข้อมูลจากชั้นตอนที่ 1 มายกร่างและตรวจสอบความเหมาะสมและความถูกต้อง โดยผู้เชี่ยวชาญ จำนวน 5 คน และขั้นตอน ที่ 3 ทดลองใช้และประเมินรูปแบบฯ โดยทดลองใช้กับสถานศึกษา 2 แห่ง เพื่อศึกษาผลการทดลองใช้ รูปแบบฯ และตรวจสอบความเป็นประโยชน์ ความเป็นไปได้ หลังทดลองใช้ด้วยแบบตรวจสอบรายการ ผลการวิจัยพบว่า รูปแบบการบริหารงานวิชาการแบบมีส่วนร่วมเพื่อส่งเสริมการจัดการเรียนรู้ ยุคใหม่ ประกอบด้วย 4 องค์ประกอบ ได้แก่ องค์ประกอบที่ 1 ขอบข่ายการบริหารวิชาการ มี 6 ขอบข่าย: การพัฒนาหลักสูตรสถานศึกษา การบริหารการจัดการเรียนรู้ การวัดและประเมินผล การพัฒนาสื่อ นวัตกรรม เทคโนโลยีเพื่อการศึกษา และแหล่งเรียนรู้ การสร้างระบบการนิเทศติดตามผล และการ ประกันคุณภาพทางวิชาการ องค์ประกอบที่ 2 การจัดการเรียนรู้ยุคใหม่มี 5 ประเด็น: การจัดการเรียนรู้ โดยเน้นผู้เรียนเป็นสำคัญ การจัดการเรียนรู้แบบโครงงาน การจัดการเรียนรู้เน้นกระบวนการคิดและ ปฏิบัติจริง การจัดการเรียนรู้เน้นทักษะการสืบค้นและการรวบรวมความรู้ และการจัดการเรียนรู้แบบ ผสมผสาน องค์ประกอบที่ 3 กระบวนการบริหารงานวิชาการแบบมีส่วนร่วม มี 5 ขั้นตอน: การมีส่วนร่วม ในการวิเคราะห์ปัญหา การมีส่วนร่วมในการตัดสินใจ การมีส่วนร่วมในชั้นวางแผน การมีส่วนร่วมในการ ปฏิบัติ และการมีส่วนร่วมในการประเมินผล องค์ประกอบที่ 4 ปัจจัยส่งเสริมการบริหารงานวิชาการแบบ มีส่วนร่วม มี 4 ปัจจัย: ภาวะผู้นำทางวิชาการของผู้บริหาร ความรู้ความเข้าใจในบทบาทการมีส่วนร่วม การพัฒนาโครงข่ายทางเทคโนโลยี และระบบสภาพแวดล้อมทางการเรียนรู้ยุคใหม่ โดยภาพรวมพบว่า รูปแบบมีความถูกต้องและความเหมาะสมอยู่ในระดับมากที่สุด ผลการทดลองใช้และประเมินความ เป็นไปได้และความเป็นประโยชน์ของรูปแบบที่พัฒนาขึ้น โดยภาพรวมอยู่ในระดับมาก
This research aimed to develop the participatory academic administration model to enhance modern learning management for schools under the Chanthaburi Trat Secondary Educational Service Area Office, by doing 3 steps: 1) To involved researching the circumstances and strategies for collaborative academic management that are currently in place. 2) To develop management model by using data from first step for setting the model and approving by in-depth interview with 5 experts in terms of appropriateness and accuracy. 3) To try-out the model at 2 schools and evaluate the model to check a utility and feasibility by using check list form. The research findings revealed that the model consists of 4 components: 1) The scope of academic management composes of 6 sub-components; Educational curriculum development; Learning management; Assessment; Educational media, innovation, technology, and learning resources development; Creation of a follow-up supervision system; Academic quality assurance. 2) The modern learning management has 5 key points; Student-centered learning management, Project-based learning management, Emphasis on thinking and actual practice, Emphasis on search skills and knowledge gathering, Blended learning management approach. 3) Process of participatory academic administration has 5 steps; Problem analysis, Decision making, Planning, Implementation, and Evaluation. 4) Factors that support participatory academic administration has 4 factors; Academic leadership of administrators, Knowledge and understanding of participation roles, Technological network development, New era learning environment systems. Moreover, the result of the trial and evaluation of the feasibility and usefulness of the developed model in overall was at a high level.
