การวิจัยนี้มีวัตถุประสงค์เพื่อพัฒนารูปแบบการบริหารโรงเรียนมัธยมศึกษาคุณภาพ สังกัด สำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเพชรบูรณ์ โดยดำเนินการวิจัย 3 ขั้นตอน กลุ่มตัวอย่าง สำหรับชั้นตอนที่ 1 ได้แก่ ผู้อำนวยการ รองผู้อำนวยการ และครูผู้สอนจากโรงเรียนมัธยมศึกษา สังกัด สำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเพชรบูรณ์ ปีการศึกษา 2565 จำนวน 382 คน โดยการสุ่ม อย่างง่าย ชั้นตอนที่ 2 ได้แก่ ผู้เชี่ยวชาญ จำนวน 5 คน โดยการเลือกแบบเจาะจงตามคุณสมบัติ และ ชั้นตอนที่ 3 กลุ่มตัวอย่าง ได้แก่ ผู้อำนวยการ รองผู้อำนวยการ จำนวน 80 คน โดยการสุ่มอย่างง่าย เครื่องมือที่ใช้ในการวิจัย ได้แก่ 1) แบบสอบถาม 2) แบบสัมภาษณ์ 3) แบบประเมินความเป็นไปได้ และความเป็นประโยชน์ และ 4) คู่มือการทดลองใช้กับโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษา มัธยมศึกษาเพชรบูรณ์ การวิเคราะห์ข้อมูลทั้งเชิงปริมาณและเชิงคุณภาพ ผลการวิจัยพบว่า สภาพการบริหารโรงเรียนมัธยมศึกษาคุณภาพ สังกัดสำนักงานเขตพื้นที่ การศึกษามัธยมศึกษาเพชรบูรณ์ โดยภาพรวมและรายด้านมีการปฏิบัติอยู่ในระดับมาก ผลการพัฒนา และตรวจสอบรูปแบบการบริหารโรงเรียนมัธยมศึกษาคุณภาพ สังกัดสำนักงานเขตพื้นที่การศึกษา มัธยมศึกษาเพชรบูรณ์ ที่พัฒนาขึ้นมีองค์ประกอบที่สำคัญ 2 องค์ประกอบ ได้แก่ องค์ประกอบที่ 1 การ บริหารโรงเรียนมัธยมศึกษาคุณภาพ ประกอบด้วย 1) ภาวะผู้นำทางวิชาการ 2) การกำหนดกลยุทธ์ 3) การจัดการเรียนรู้ 4) การพัฒนาสื่อ นวัตกรรม และเทคโนโลยีทางการศึกษา 5) การพัฒนาบุคลากร 6) เครือข่ายความร่วมมือ และ 7) บรรยากาศองค์การ และองค์ประกอบที่ 2 กระบวนการบริหารโรงเรียน มัธยมศึกษาคุณภาพ ประกอบด้วย 1) การวางแผน 2) การจัดองค์การ 3) การนำไปปฏิบัติ และ 4) การ ควบคุม ผลการประเมินความเป็นไปได้และความเป็นประโยชน์ของรูปแบบการบริหารโรงเรียน มัธยมศึกษาคุณภาพ สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเพชรบูรณ์ พบว่า มีความ เป็นไปได้และความเป็นประโยชน์อยู่ในระดับมากที่สุด และผลการทดลองใช้รูปแบบ พบว่า ผู้บริหาร และครูมีการกำหนดกลยุทธ์ในการบริหารโรงเรียนมัธยมศึกษาคุณภาพ ซึ่งการปฏิบัติอยู่ในระดับมาก
This research aimed to develop a quality secondary school management model under the Phetchabun Secondary Educational Service Area Office. The research was divided into 3 phases. Phase 1 comprised 382 deputy directors and teachers from secondary schools under the Phetchabun Secondary Education Area Office in the academic year 2022, by simple random sampling. Phase 2 composed of 5 experts by purposive sampling. Phase 3 composed of 80 deputy directors and teachers by simple random sampling. The research instruments were 1) questionnaire, 2) interview form, 3) feasibility and usefulness assessment form, and 4) trial manual for use with schools under the Phetchabun Secondary Education Area Office. Quantitative and qualitative data analysis. The research results showed that the condition of quality secondary school management under the Phetchabun Secondary Educational Area Office as a whole and each aspect has a high level of practice. The results of the development and examination on the developed management model of quality secondary schools under the Phetchabun Secondary Educational Area Office, there are 2 key components: 1) quality secondary school management, consisting of 1) academic leadership, 2) strategy formulation, 3) learning management, 4) development of media, innovation and educational technology, 5) personnel development, 6) cooperation network, and 7) organizational atmosphere. It is possible and useful at the highest level, also the results of the trial of the developed model was at a high level.
