การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อพัฒนารูปแบบการบริหารเชิงกลยุทธ์เพื่อพัฒนาสถานศึกษาสู่ความเป็นเลิศ สังกัดองค์การบริหารส่วนจังหวัดปทุมธานี โดยการวิจัยมี 3 ขั้นตอน 1) ศึกษาสภาพและแนวทางการบริหารเชิงกลยุทธ์เพื่อพัฒนาสถานศึกษาสู่ความเป็นเลิศ สังกัดองค์การบริหารส่วนจังหวัดปทุมธานี 2) สร้างและตรวจสอบรูปแบบการบริหารเชิงกลยุทธ์เพื่อพัฒนาสถานศึกษาสู่ความเป็นเลิศ สังกัดองค์การบริหารส่วนจังหวัดปทุมธานี 3) ทดลองและประเมินประสิทธิภาพของรูปแบบการบริหารเชิงกลยุทธ์เพื่อพัฒนาสถานศึกษาสู่ความเป็นเลิศ กลุ่มตัวอย่างที่ใช้ในการวิจัย คือ ผู้บริหารสถานศึกษา และครูผู้สอนในโรงเรียนสังกัดองค์การบริหารส่วนจังหวัดปทุมธานี จำนวน 159 คน และผู้ให้ข้อมูล จำนวน 9 คน เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถามและแบบสัมภาษณ์ การวิเคราะห์ข้อมูลโดยใช้สถิติพื้นฐาน และการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า 1. สภาพการบริหารเชิงกลยุทธ์เพื่อพัฒนาสถานศึกษาสู่ความเป็นเลิศ โดยภาพรวมอยู่ในระดับมากที่สุด ได้แนวทางการบริหารเชิงกลยุทธ์ ทั้ง 6 ด้าน 2. รูปแบบการบริหารเชิงกลยุทธ์เพื่อพัฒนาสถานศึกษาสู่ความเป็นเลิศ สังกัดองค์การบริหารส่วนจังหวัดปทุมธานี มี 3 องค์ประกอบ ได้แก่ องค์ประกอบที่ 1 การบริหารเชิงกลยุทธ์เพื่อพัฒนาสถานศึกษาสู่ความเป็นเลิศ ประกอบด้วย 6 ด้าน ได้แก่ 1) ภาวะผู้นำของผู้บริหาร 2) คุณภาพครู 3) เครือข่ายความร่วมมือ 4) คุณภาพนักเรียน 5) การบริหารจัดการ และ 6) การพัฒนาบุคลากร องค์ประกอบที่ 2 กระบวนการบริหารเชิงกลยุทธ์ มี 4 ขั้นตอน 1) การวิเคราะห์สภาพแวดล้อมภายในและภายนอกองค์กร 2) การกำหนดทิศทางองค์กร 3) การนำกลยุทธ์ไปปฏิบัติ และ 4) การประเมินกลยุทธ์ องค์ประกอบที่ 3 ปัจจัยที่ส่งเสริมการบริหารเชิงกลยุทธ์เพื่อพัฒนาสถานศึกษาสู่ความเป็นเลิศ ประกอบด้วย 5 ด้าน ได้แก่ 1) นโยบายขององค์กร 2) สมรรถนะของผู้บริหาร 3) การปฏิบัติตามหลักจริยะธรรม 4) ทรัพยากรขององค์การ 3. การทดลองใช้และประเมินรูปแบบมีความเป็นไปได้และความเป็นประโยชน์ อยู่ในระดับมากที่สุด
This research aims to develop a strategic management model for excellence school development under Pathumthani Provincial Administrative Organization, with 3 stages: 1) Study the conditions of strategic management for excellence school development under Pathumthani Provincial Administrative Organization, 2) Create and examine a strategic management model for excellence school development under Pathumthani Provincial Administrative Organization, 3) Experiment and evaluate efficiency of a strategic management model for excellence school development. The samples were 159 school administrators and teachers in schools and 9 key informants. The instruments of this research were questionnaires and interview forms. The statistics for data analysis were basic statistics and content analysis. The results of the research were as follows: 1. The conditions of strategic management for excellence school development, in overall was at the highest level and guidance of strategic management 6 aspects, 2. A strategic management model for excellence school development under Pathumthani Provincial Administrative Organization have 3 components: Strategic management for excellence school development consisted of 6 aspects: 1) Leadership of the administrators, 2) Teachers quality, 3) Cooperation network, 4) Students quality, 5) Management, and 6) Personnel development; The strategic management process has 4 steps: 1) Analysis of the internal and external environments, 2) Determination of the organization's direction, 3) Implementation of strategies, and 4) Strategic evaluation; and Promotion factors of strategic management for excellence school development consisted of 4s aspects: 1) Organization policy, 2) Competency of administrators, 3) Ethical Practice, 4) Resources of the organization, 3. Experiment and evaluate the possibility and utility of a strategic management model were at the highest level.
