การวิจัยนี้เป็นการวิจัยแบบผสานวิธี มีวัตถุประสงค์เพื่อพัฒนาและประเมินประสิทธิภาพของรูปแบบการบริหารจัดการการเรียนรู้ในสภาวะวิกฤติโควิด-19 โดยใช้เทคโนโลยีสารสนเทศสำหรับสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชัยนาท มี 4 ขั้นตอน คือ ขั้นตอนที่ 1 สภาพปัจจุบัน และแนวทางการบริหารจัดการการเรียนรู้ในสภาวะวิกฤติโควิด-19 โดยใช้เทคโนโลยีสารสนเทศสำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชัยนาท ขั้นตอนที่ 2 พัฒนาและตรวจสอบรูปแบบฯ ขั้นตอนที่ 3 นำรูปแบบฯ ไปทดลองใช้ และขั้นตอนที่ 4 ประเมินประสิทธิภาพของรูปแบบฯ กลุ่มตัวอย่างที่ใช้ในการวิจัยเชิงปริมาณ ได้แก่ ผู้อำนวยการสถานศึกษารองผู้อำนวยการสถานศึกษาฝ่ายวิชาการ และครูผู้สอนเทคโนโลยีสารสนเทศของสถานศึกษา รวมทั้งสิ้น 219 คน และผู้เชี่ยวชาญ 6 คน ในการสัมภาษณ์เชิงลึก เครื่องมือวิจัย คือ แบบสอบถาม แบบสัมภาษณ์ และแบบประเมินความพึงพอใจ วิเคราะห์ข้อมูลโดยใช้สถิติพื้นฐาน และการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า 1) สภาพการบริหารจัดการการเรียนรู้ในสภาวะวิกฤติโควิด-19 โดยใช้เทคโนโลยีสารสนเทศสำหรับสถานศึกษา โดยรวมมีการปฏิบัติอยู่ในระดับมาก ผลการพัฒนารูปแบบมี 2 องค์ประกอบ คือ (1) องค์ประกอบของการบริหารจัดการการเรียนรู้ในสภาวะวิกฤติโควิด-19 โดยใช้เทคโนโลยีสารสนเทศสำหรับสถานศึกษา ประกอบด้วย 6 ระบบ ได้แก่ 1) ระบบประมวลผลรายการ 2) ระบบสำนักงานอัตโนมัติ 3) ระบบงานสร้างความรู้ 4) ระบบสารสนเทศเพื่อการจัดการ 5) ระบบสนับสนุนการตัดสินใจ 6) ระบบสารสนเทศสำหรับผู้บริหารระดับสูง และ (2) องค์ประกอบของการเรียนรู้ในสภาวะวิกฤติโควิด 19 ได้แก่ การศึกษาทางไกลผ่านดาวเทียม (DLTV) การจัดการศึกษาทางไกลผ่านเทคโนโลยีสารสนเทศ (DLIT) ผลการประเมินพบว่ารูปแบบมีความเป็นไปได้และความเป็นประโยชน์ อยู่ในระดับมากที่สุด และผู้นำไปใช้มีความคิดเห็นด้านความเป็นไปได้อยู่ในระดับมากที่สุด
This mixed method research: quantitative and qualitative, aimed to develop the learning management model and evaluate it's efficiency during the COVID-19 pandemic, using the information technology by doing 4 steps: 1) To study the present status and learning management mode during the COVID-19 pandemic by using the school information technology under the Chainat Primary Educational Service Area office. 2) To develop and recheck of the model. 3) To try-out the model. 4) To evaluate the model efficiency. Two thousand and nineteen participants were studied for a quantititative method including school directors, academic affairs deputy directors, and information technology teachers. Six experts used for a qualitative method by in-depth interview. Research instruments in this study were questionnaire, semi-structured interview form, and satisfaction survey form. Basic statistics and content analysis were used to analyze the data. The research revealed that: 1) An overall operational level of learning management status during the COVID-19 pandemic by using the information technology for educational institution was at a high level. The developed model consists of two components: (1) the component of learning management during the COVID-19 pandemic by using the information technology includes 6 systems: 1) the transaction process system, 2) the automatic office system, 3) the knowledge creating system, 4) the information system for management, 5) the decision-making support system, and 6) the information system for high level director. (2) The component of learning includes the distance learning television (DLTV) and the distance learning information technology (DLIT). The result from the assessment of the model was at the highest level with possible and advantage. Furthermore, the opinion on possibility of user was at the highest level.
