การวิจัยนี้มีวัตถุประสงค์เพื่อพัฒนารูปแบบการบริหารงานวิชาการของโรงเรียนในสังกัด สำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสิงห์บุรี อ่างทอง ในศตวรรษที่ 21 โดยดำเนินการ 4 ขั้นตอน ดังนี้ 1) ศึกษาสภาพปัจจุบันและแนวทางในการบริหารงานวิชาการของโรงเรียนในสังกัดสำนักงานเขต พื้นที่การศึกษามัธยมศึกษาสิงห์บุรี อ่างทอง ในศตวรรษที่ 21 กับครูและผู้บริหารที่เป็นกลุ่มตัวอย่าง จำนวน 338 คน และผู้เชี่ยวชาญ จำนวน 6 คน 2) สร้างและตรวจสอบความถูกต้องและความเหมาะสม ของร่างรูปแบบ โดยผู้เชี่ยวชาญ จำนวน 5 คน 3) ประเมินความเป็นไปได้และความเป็นประโยชน์ของ รูปแบบ โดยผู้เชี่ยวชาญ จำนวน 15 คน 4) ทดลองใช้รูปแบบ จำนวน 1 โรงเรียน โดยมีผู้เกี่ยวข้อง จำนวน 14 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม แบบสัมภาษณ์ แบบประเมิน และประเด็นสำหรับ การสนทนากลุ่ม วิเคราะห์ข้อมูลด้วยโปรแกรมคอมพิวเตอร์สำเร็จรูป และสถิติที่ใช้ ได้แก่ 1) ร้อยละ 2) ค่าเฉลี่ย และ 3) ส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัย พบว่า 1) สภาพการบริหารงานวิชาการโดยรวมมีการปฏิบัติอยู่ในระดับมาก 2) รูปแบบการบริหารงานวิชาการของโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา สิงห์บุรี อ่างทอง ในศตวรรษที่ 21 ประกอบด้วย 3 องค์ประกอบหลัก คือ (1) ขอบข่ายการบริหารงานบริหาร วิชาการ มี 9 กิจกรรม (2) กระบวนการบริหารงานวิชาการ ใช้ PDCA และ (3) ปัจจัยส่งเสริมการบริหาร งานวิชาการในศตวรรษที่ 21 มี 5 ปัจจัย 3) ผลการประเมินรูปแบบด้านความเป็นไปได้และความเป็น ประโยชน์อยู่ในระดับมากที่สุด 4) ผลการทดลองใช้รูปแบบ พบว่า ผู้ที่มีส่วนเกี่ยวข้องกับการทดลองมี ความพึงพอใจเพราะรูปแบบสามารถนำไปใช้ได้จริง
The objective of this research was to develop a model on an academic management of schools under the jurisdiction of the Secondary Educational Service Area Office Singburi Angthong in the 21st Century. The research procedure was divided into 4 phrases: 1) to determine the present circumstance and guideline for an academic management of schools under the jurisdiction of the Secondary Educational Service Area Office Singburi Angthong in the 21st Century. Samples were 338 teachers, administrators and 6 experts; 2) to develop and validate the draft model in terms of an accuracy and propriety by 5 experts; 3) to evaluate the model in terms of feasibility and utility by 15 experts; and 4) to experiment the model at one school with 14 involvement persons. Research instruments were questionnaire, interview, evaluation form, and issues for a focus group discussion. The data were analysed by a computer program. Statistic used were percentage, mean and Standard Deviation. The research results indicated that: 1) The present circumstance of an academic management in schools as a whole was practised at a high level; 2) The model on an academic management of schools under the jurisdiction of the Secondary Educational Service Area Office Singburi Angthong in the 21st century consists of 3 main components: (1) An academic management task which consists of 9 sub-tasks. (2) An academic management process deploy PDCA and Enhancing factors consist of 5 factors. 3) The model evaluation in terms of feasibility and Utility were both at the most levels. And 4) The model experiment result indicated that the involvement persons were satisfied with the model.
