การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อพัฒนารูปแบบการบริหารงานวิชาการสู่ความเป็นเลิศของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 1 โดยดำเนินการ 3 ขั้นตอน ดังนี้ ขั้นตอนที่ 1 ศึกษาสภาพการบริหารงานวิชาการโดยใช้แบบสอบถามผู้อำนวยการและรองผู้อำนวยการกลุ่มบริหารวิชาการ จำนวน 100 คน ศึกษากระบวนการบริหารงานวิชาการและปัจจัยส่งเสริมการบริหารงานวิชาการสู่ความเป็นเลิศโดยการสัมภาษณ์ผู้อำนวยการสถานศึกษาที่มีผลงานยอดเยี่ยม จำนวน 5 คน ขั้นตอนที่ 2 การพัฒนาและตรวจรูปแบบโดยผู้เชี่ยวชาญ จำนวน 9 คน ด้วยวิธีการสัมภาษณ์แบบมีโครงสร้าง และขั้นตอนที่ 3 ทดลองและประเมินรูปแบบกับโรงเรียนขนาดใหญ่ 1 แห่ง แล้วประเมินด้านความเหมาะสม ความเป็นไปได้ และอรรถประโยชน์จากผู้ใช้ ได้แก่ รองผู้อำนวยการกลุ่มบริหารวิชาการ จำนวน 57 คน สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐานและการวิเคราะห์เนื้อหา ผลการวิจัย พบว่า 1) สภาพการบริหารงานวิชาการมีการปฏิบัติอยู่ในระดับมาก กระบวนการบริหารงานวิชาการ มี 4 ขั้นตอน และปัจจัยส่งเสริมการบริหารงานวิชาการสู่ความเป็นเลิศ มี 6 ปัจจัย 2) รูปแบบการบริหารงานวิชาการสู่ความเป็นเลิศของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 1 ประกอบด้วย 3 องค์ประกอบหลัก องค์ประกอบ 1 ชอบช่วยการบริหารงานวิชาการ มี 9 ด้าน องค์ประกอบ 2 กระบวนการบริหารงานวิชาการ มี 4 ขั้นตอน ได้แก่ การวางแผน การจัดองค์การ การนำ และการควบคุม องค์ประกอบ 3 ปัจจัยส่งเสริมการบริหารงานวิชาการสู่ความเป็นเลิศ มี 6 ปัจจัย ได้แก่ ภาวะผู้นำของผู้บริหาร สมรรถนะครู การทำงานเป็นเครือข่าย เทคโนโลยีสารสนเทศ ความร่วมมือของผู้ปกครอง และวัฒนธรรมองค์การ 3) ผลการประเมินรูปแบบ พบว่า รูปแบบมีความเหมาะสม มีความเป็นไปได้ และอรรถประโยชน์ทุกด้านอยู่ในระดับมากที่สุด
The purpose of this research was to develop a model of academic administration model towards school excellence under the Secondary Educational Service Area Office 1, by doing 3 phases: Firstly, to determine the conditions of academic administration from related documents and literatures and using a questionnaire with 100 school directors and deputy directors. Moreover, data for academic administration processes and enhancing factor toward academic administration were collected by interviewing 5 school administrators. Secondly, to develop a model of an academic administration towards school excellence under the Secondary Educational Service Area Office 1; then the model was validated by 9 experts. Thirdly, The model evaluated in terms of propriety, feasibility and utility by 57 deputy directors of academic administration. Statistic used were frequency, percentage, mean, Standard Deviation, and content analysis. The research results indicated that 1) the academic administration tasks were practiced at a high level. And there were academic administration processes 4 steps, and the enhancing factors for the academic administration towards an excellence 6 factors. 2) The developed model consists of 3 main components. Component 1: a group of tasks for academic administration which consists of 9 sub-components. Component 2: an academic management process with planning, organizing, leading, and controlling. Component 3: a group of enhancing factors on an excellent academic administration comprises of 6 factors: administrator leadership, teachers' competencies, networking, information technology, parental cooperation, and organizational culture. The model evaluations result in terms of propriety, feasibility, and utility were all at the highest level.
