การวิจัยนี้มีวัตถุประสงค์เพื่อพัฒนารูปแบบการบริหารการจัดกิจกรรมแนะแนวเพื่อเสริมสร้างความเป็นพลเมืองดิจิทัลของนักเรียนในโรงเรียนสังกัดกรุงเทพมหานคร การดำเนินการวิจัย มี 4 ขั้นตอน คือ 1) ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของการบริหารการจัดกิจกรรมแนะแนวเพื่อเสริมสร้างความเป็นพลเมืองดิจิทัลของนักเรียนในโรงเรียนสังกัดกรุงเทพมหานคร 2) ศึกษาแนวทางการบริหารการจัดกิจกรรมแนะแนวเพื่อเสริมสร้างความเป็นพลเมืองดิจิทัลของนักเรียนในโรงเรียนสังกัดกรุงเทพบ้านนคร 3) พัฒนารูปแบบการบริหารการจัดกิจกรรมแนะแนวเพื่อเสริมสร้างความเป็นพลเมืองดิจิทัลของนักเรียนในโรงเรียนสังกัดกรุงเทพมหานคร 4) ศึกษาประสิทธิผลของรูปแบบการบริหารการจัดกิจกรรมแนะแนวเพื่อเสริมสร้างความเป็นพลเมืองดิจิทัลของนักเรียนในโรงเรียนสังกัดกรุงเทพมหานคร เครื่องมือที่ใช้เป็นแบบสอบถาม และแบบสัมภาษณ์เชิงโครงสร้าง สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ค่าร้อยละ (Percentage) ค่าเฉลี่ย (Mean) ค่าดัชนีลำดับความต้องการจำเป็น Modified Priority Needs Index (PIN modified ) ส่วนเบี่ยงเบนมาตรฐาน (Standard Deviation) และการวิเคราะห์เนื้อหา (Content Analysis) ผลการวิจัย พบว่า การบริหารการจัดกิจกรรมแนะแนวเพื่อเสริมสร้างความเป็นพลเมืองดิจิทัลของนักเรียนในโรงเรียนสังกัดกรุงเทพมหานคร สภาพปัจจุบันอยู่ในระดับปานกลาง สภาพที่พึงประสงค์อยู่ในระดับมากที่สุด การส่งเสริมความเป็นพลเมืองดิจิทัลเป็นด้านที่มีความต้องการจำเป็นอยู่ในอันดับแรก รูปแบบการบริหารการจัดกิจกรรมแนะแนวเพื่อเสริมสร้างความเป็นพลเมืองดิจิทัลของนักเรียนในโรงเรียนสังกัดกรุงเทพมหานคร มี 2 ส่วน คือ 1) กระบวนการบริหาร ประกอบด้วยการวางแผน (Planning) การจัดองค์กร (Organizing) การนำ (Leading) และการกำกับดูแล (Monitoring) และ 2) ความเป็นพลเมืองดิจิทัลที่ควรสร้างเสริมให้กับนักเรียนของโรงเรียนในสังกัดกรุงเทพมหานคร มี 3 ด้าน คือ ด้านความสัมพันธ์กับผู้อื่น ด้านการปกป้องและควบคุมปลอดภัย และด้านตนเอง และรูปแบบการบริหารการจัดกิจกรรมแนะแนวเพื่อเสริมสร้างความเป็นพลเมืองดิจิทัลของนักเรียนในโรงเรียนสังกัดกรุงเทพมหานคร ที่สร้างขึ้นมีประสิทธิผลโดยมีความเป็นไปได้ในระดับมากและมีความเหมาะสมในระดับมากที่สุด
This research aimed to develop the model for managing guidance activities for enhancing digital citizenship of school students under Bangkok Metropolitan Administration. The research procedure includes 4 steps: 1) to study the current condition, desirable condition, and need of a guidance management system for strengthening Digital Citizenship in schools under Bangkok Metropolitan Administration; 2) to study the guidelines for the administration of guidance activities to improve digital citizenship of the school students; 3) to develop a model for managing guidance activities for enhancing digital citizenship of the school students; 4) to find out an effectiveness of the developed model. Research tools are questionnaires and structural interviews. Statistics used for analyzing data are Percentage, Mean, Modified Priority Needs Index (PIN modified), Standard Deviation, and Content Analysis. The results revealed as follows: The current condition on the administrative management of guidance activities to enhance digital citizenship of school students under Bangkok Metropolitan administration is at a moderate level. The suitable condition is at the highest level. The enhancement of digital citizenship is the first essential requirement. The administration model of guidance activities for enhancing digital citizenship of school students under Bangkok Metropolis consists 2 parts: 1) the management process composes of planning, organizing, leading, and monitoring; and 2) the digital citizenship that should be adopted for the school students are the relationship with others, the protection and safety, and the self. The developed guidance management model has an effectiveness in terms of possibility at a high level and suitability at the highest level.
