การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อพัฒนารูปแบบการบริหารการประกันคุณภาพภายในสถานศึกษาด้านคุณภาพผู้เรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาหนองบัวลำภู การวิจัยแบ่งออกเป็น 3 ขั้นตอน ขั้นตอนที่ 1 ศึกษาสภาพการบริหารการประกันคุณภาพภายในสถานศึกษาด้านคุณภาพผู้เรียน โดยมีกลุ่มตัวอย่าง เป็นผู้บริหารสถานศึกษา จำนวน 175 คน และซ้ำราชการครูสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาหนองบัวลำภู เขต 1 และ 2 จำนวน 335 คน รวม จำนวน 510 คน เครื่องมือที่ใช้เป็นแบบสอบถาม แบบมาตราส่วนประมาณค่า 5 ระดับ ขั้นตอนที่ 2 พัฒนาและตรวจสอบความถูกต้องและความเหมาะสมของรูปแบบการบริหารการประกันคุณภาพภายในสถานศึกษาด้านคุณภาพผู้เรียน โดยการสัมภาษณ์เชิงลึก กับผู้ทรงคุณวุฒิ จำนวน 12 คน และขั้นตอนที่ 3 ประเมินความเป็นไปได้และความเป็นประโยชน์ โดยใช้กลุ่มตัวอย่างเดียวกันกับขั้นตอนที่ 1 ด้วยแบบประเมินสถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า 1) สภาพการบริหารการประกันคุณภาพภายในสถานศึกษาด้านคุณภาพผู้เรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาหนองบัวลำภู เขต 1 และ 2 มีการปฏิบัติอยู่ในระดับมาก 2) รูปแบบการบริหารการประกันคุณภาพภายในสถานศึกษาด้านคุณภาพผู้เรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาหนองบัวลำภู เขต 1 และ 2 ประกอบด้วย 3 องค์ประกอบ ดังนี้ องค์ประกอบที่ 1 งานการประกันคุณภาพภายใน ซึ่งมี 7 งาน องค์ประกอบที่ 2 กระบวนการบริหารงานประกันคุณภาพภายใน ประกอบด้วย 4 ขั้นตอน ได้แก่ การวางแผน การปฏิบัติตามแผน การตรวจสอบ และการปรับปรุงแก้ไข และองค์ประกอบที่ 3 คุณภาพผู้เรียน ประกอบด้วย 1) ผลสัมฤทธิ์ทางวิชาการของผู้เรียน และ 2) คุณลักษณะที่พึงประสงค์ของผู้เรียน 3) ผลการประเมินรูปแบบมีความเป็นไปได้และเป็นประโยชน์ ในภาพรวมอยู่ในระดับมากที่สุด
This research aimed to: A Model of the internal quality assurance management in schools on learner quality under the Nongbualamphu Primary Educational Service Area Office. The research devised into 3 steps: 1) to study the state of the internal quality assurance management in schools on learner quality, 2) to develop and confirmed to correct a model of the internal quality assurance management in schools on learner quality under the Nongbualamphu Primary Educational Service Area Office 1 and 2 by in-depth interview with 12 experts, and 3) to evaluate of feasibility and utility the developed model by use the samples same step 1. The samples were 175 school administrators, 335 teachers under the Nongbualamphu Primary Educational Service Area Office 1 and 2. They were in total 510 peoples. The research instruments were a 5-sating scale questionnaire. The statistics of data analysis were percentage, mean, Standard Deviation and content analysis. The research results were: 1) The state of the internal quality assurance management, in schools on learner quality under the Nongbualamphu Primary Educational Service Area 1 and 2 Office in overall was at a high level, performing. 2) A model of the internal quality assurance management in schools on learner quality under the Nongbualamphu Primary Educational Service Area Office consisted of 3 core components: component 1: Jobs for the internal quality assurance have 7 sub-components, component 2: internal quality assurance management process consisted of Plan (P), Do (D), Check (C), and Act (A), component 3: learner quality consisted of 1) academic affairs achievement of learner, and 2) desirable features of learner 3) The model evaluation results in terms of feasibility and utility in overall were at the highest level.
