การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสภาพและความต้องการการบริหารโรงเรียนนิติบุคคล พัฒนาและตรวจสอบกลยุทธ์การนำรูปแบบการบริหารโรงเรียนนิติบุคคลไปสู่การปฏิบัติระดับการศึกษาขั้นพื้นฐานในภาคตะวันออกเฉียงเหนือ โดยดำเนินการวิจัย 3 ระยะ ดังนี้ ระยะที่ 1 การศึกษาสภาพและความต้องการการบริหารโรงเรียนนิติบุคคลไปสู่การปฏิบัติ ในระดับการศึกษาขั้นพื้นฐาน ในภาคตะวันออกเฉียงเหนือ โดยใช้แบบสอบถาม กลุ่มตัวอย่างเป็นผู้อำนวยการ รองผู้อำนวยการ ครูผู้สอน และคณะกรรมการสถานศึกษา จำนวน 305 คน ระยะที่ 2 การพัฒนากลยุทธ์การนำรูปแบบการบริหารโรงเรียนนิติบุคคลไปสู่การปฏิบัติ ในระดับการศึกษาขั้นพื้นฐาน ในภาคตะวันออกเฉียงเหนือ โดยใช้การสัมภาษณ์เชิงลึก ผู้ทรงคุณวุฒิ จำนวน 9 คน และระยะที่ 3 การประเมินกลยุทธ์การนำรูปแบบการบริหารโรงเรียนนิติบุคคลไปสู่การปฏิบัติ ในระดับการศึกษาขั้นพื้นฐาน ในภาคตะวันออกเฉียงเหนือ โดยใช้แบบประเมินความเหมาะสม และความเป็นไปได้ โดยจัดสัมมนาผู้เชี่ยวชาญ จำนวน 15 คน ผลการวิจัยพบว่า 1. สภาพและความต้องการการบริหารโรงเรียนนิติบุคคลไปสู่การปฏิบัติ ในระดับการศึกษาขั้นพื้นฐาน ในภาคตะวันออกเฉียงเหนือ โดยรวมอยู่ในระดับมาก 2. การนำกลยุทธ์รูปแบบการบริหารโรงเรียนนิติบุคคลไปสู่การปฏิบัติระดับการศึกษา ขั้นพื้นฐานในภาคตะวันออกเฉียงเหนือ ประกอบด้วย หลักการ วัตถุประสงค์ กระบวนการดำเนินงาน 6 ขั้น 1) การขับเคลื่อนนโยบายไปสู่การปฏิบัติ (Mobilization) 2) การตัดสินใจที่จะก่อให้เกิดผลลัพธ์ที่พึงประสงค์ (Impact Decision) 3) กระบวนการปฏิบัติที่เกิดจากการตัดสินใจ (Deliverer Implementation) 4) การสร้างความต่อเนื่อง (Institutionalization or Continuation) 5) ประเมินปฏิบัติตามนโยบาย (Evaluation of political process) และ 6) การทบทวน ปรับปรุงหลังปฏิบัติตามนโยบาย (After Action Review AAR) และเงื่อนไขยุทธศาสตร์การนำรูปแบบไปใช้ 3. กลยุทธ์การนำรูปแบบการบริหารโรงเรียนนิติบุคคลไปสู่การปฏิบัติ ในระดับการศึกษาขั้นพื้นฐาน ในภาคตะวันออกเฉียงเหนือที่พัฒนาขึ้น มีความเหมาะสม/ความเป็นไปได้โดยรวมอยู่ในระดับมาก
This research aims to study situation and needs assessment of independent government school administration, develop and examine strategies of the independent government school administrative for implementing at basic education level in the Northeast. The research composes of 3 phases. Phase 1 studying the current conditions of independent government schools and needs for the administration at the basic education level by using the questionnaire with the sample group of 305 directors, deputy directors, teachers, and school board members. Phase 2 developing the independent government school administration strategies for implementation at the basic education level in the Northeast by using 9 experts. Phase 3 examining the developed independent government school administrative strategies into practice at the basic education level in the Northeast by using the reasonable assessment form and the seminar of 15 experts. The research results reveal as follows 1. Conditions and needs on independent government school administrative strategies for implementing at the basic education level as a whole were at a high level. 2. The implementation of the strategies on an independent government school administration at the basic education level composes of principles, objectives, 6 steps of operation process 1) mobilization, 2) impact decision, 3) delivers implementation, 4) institutionalization or continuation, 5) evaluation of political process, and 6) after action review. 3. The developed strategies for the independent government school administrative implementation at the basic education level in the Northeastern region has appropriateness and feasibility at a high level.
