การวิจัยนี้มีวัตถุประสงค์เพื่อพัฒนารูปแบบการบริหารสถานศึกษาระดับปฐมวัยสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาระยอง เขต 1 โดยดำเนินการวิจัย 3 ขั้นตอน ดังนี้ ขั้นตอนที่ 1 ศึกษาสภาพการบริหารสถานศึกษาระดับปฐมวัยสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาระยอง เขต 1 ด้วยการศึกษาและวิเคราะห์เอกสารที่เกี่ยวข้อง และสำรวจโดยใช้แบบสอบถามกับกลุ่มตัวอย่างที่เป็นผู้บริหาร ครูและบุคลากรทางการศึกษา จำนวน 244 คน รวมทั้งสัมภาษณ์ผู้เชี่ยวชาญ 15 คน ขั้นตอนที่ 2 สร้างรูปแบบการบริหารสถานศึกษาระดับปฐมวัยสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาระยอง เขต 1 เพื่อพัฒนาการเรียนการสอนในบริบทประเทศไทย 4.0 และตรวจสอบคุณภาพโดยผู้เชี่ยวชาญ 5 คน ขั้นตอนที่ 3 ประเมินความเหมาะสมและความเป็นไปได้ในการนำรูปแบบที่พัฒนาขึ้นไปใช้ โดยใช้แบบประเมินกับผู้บริหารและครูระดับปฐมวัย จำนวน 10 โรงเรียน โรงเรียนละ 2 คน รวม 20 คน ผลการวิจัย พบว่า สภาพการบริหารสถานศึกษาระดับปฐมวัย 4 ด้าน ได้แก่ ด้านวิชาการ ด้านบุคคล ด้านงบประมาณ และด้านทั่วไป ในภาพรวมอยู่ในระดับมาก รูปแบบการบริหารสถานศึกษาระดับปฐมวัยเพื่อพัฒนาการจัดการเรียนการสอนในบริบทประเทศไทย 4.0 ที่พัฒนาขึ้นมีองค์ประกอบสำคัญ 2 องค์ประกอบ คือ 1) การพัฒนาบุคลากรและแหล่งเรียนรู้ ประกอบด้วยการสร้างองค์กรแห่งการเรียนรู้และการพัฒนาสื่อและเทคโนโลยีสารสนเทศเพื่อการเรียนรู้ และ 2) การพัฒนาทักษะการเรียนรู้ของผู้เรียน ประกอบด้วยการพัฒนาทักษะ Executive Function และการเรียนรู้โดยโค้ชเพื่อการรู้คิด โดยมีสารสนเทศสำคัญในการบริหารจัดการ 4 ขั้นตอน ได้แก่ การวางแผน การจัดองค์กร การนำ และการควบคุม เป็นตัวขับเคลื่อนการดำเนินงาน ผลการประเมินรูปแบบในด้านความเหมาะสมและความเป็นไปได้ในการนำไปใช้อยู่ในระดับมาก
This research aims to develop an administrative model of early childhood school under the Office of Rayong Primary Educational Service Area 1 by doing 3 steps Steps 1 - to study a status of an early childhood school management. Steps 2 - to create an administrative model of early childhood school under the Rayong Primary Educational Service Area Office 1 and approved by 5 experts. And step 3 - to evaluate an appropriateness and possibility to use the developed model by 10 school administrators and 10 teachers form 10 early childhood schools. The research results reveal that the early childhood management of the schools under the Rayong Primary Educational Service Area Office 1 included all 4 aspects an academic management, personnel management, budget management, and general management at high level. The developed model on early childhood management for instructional development in the context of Thailand 4.0 composes of 2 main components 1) Personnel development and learning resources comprises building learning organization and developing media and information technology for learning. 2) Learning skill development of learners comprises Executive function skill development, and learning by coaching for thinking ability. These components have to be managed 4 steps planning, organization setting, leading, and controlling. The developed model as evaluated by the respondents is at a high level.
