การวิจัยครั้งนี้ มีวัตถุประสงค์หลักเพื่อพัฒนารูปแบบการบริหารกิจกรรมลูกเสือเพื่อส่งเสริมทักษะชีวิตของนักเรียนโรงเรียนมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 3 ในจังหวัดนนทบุรี การดำเนินการวิจัยแบ่งเป็น 3 ขั้นตอน ดังนี้ ขั้นตอนที่ 1 ศึกษาสภาพและและปัญหาการบริหารกิจกรรมลูกเสือเพื่อส่งเสริมทักษะชีวิตของนักเรียนโรงเรียนมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 3 ในจังหวัดนนทบุรี โดยใช้แบบสอบถาม กลุ่มตัวอย่าง จำนวน 63 คน ประกอบด้วย ผู้อำนวยการ รองผู้อำนวยการฝ่ายวิชาการ หัวหน้ากิจกรรมพัฒนาผู้เรียนและครูผู้สอนลูกเสือในโรงเรียนมัธยมศึกษา ในจังหวัดนนทบุรี จำนวน 18 โรงเรียน ขั้นตอนที่ 2 สร้างและตรวจสอบรูปแบบ โดยการสัมภาษณ์จากผู้เชี่ยวชาญ จำนวน 9 คน ด้วยแบบสัมภาษณ์แบบกึ่งโครงสร้าง และขั้นตอนที่ 3 ประเมินความเหมาะสมและความเป็นไปได้ในการนำรูปแบบไปใช้ โดยใช้แบบประเมินแบบมาตราส่วนประมาณค่า 5 ระดับ วิเคราะห์ข้อมูลโดยใช้โปรแกรมคอมพิวเตอร์สำเร็จรูป และการวิเคราะห์เชิงเนื้อหา สถิติที่ใช้วิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัย พบว่า 1. สภาพการบริหารกิจกรรมลูกเสือเพื่อส่งเสริมทักษะชีวิตของนักเรียนโรงเรียนมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 3 ในจังหวัดนนทบุรี โดยภาพรวมและรายด้าน มีการปฏิบัติอยู่ในระดับมาก 2. รูปแบบการบริหารกิจกรรมลูกเสือเพื่อส่งเสริมทักษะชีวิตของนักเรียนโรงเรียนมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 3 ในจังหวัดนนทบุรี ประกอบด้วยองค์ประกอบหลัก 3 องค์ประกอบ องค์ประกอบที่ 1 งานหลักงานลูกเสือ คือ 1) การจัดตั้งกลุ่มกองลูกเสือ 2) การบังคับบัญชาลูกเสือ 3) การเรียนการสอนลูกเสือ 4) การเงินลูกเสือ และ 5) การรายงานกิจกรรมลูกเสือ องค์ประกอบที่ 2 ได้แก่ กระบวนการบริหาร มี 4 ขั้นตอน คือ การวางแผน การจัดองค์กร การนำปฏิบัติ และการควบคุม องค์ประกอบที่ 3 คือ ทักษะชีวิต ประกอบด้วย ทักษะทางสังคม ทักษะการแก้ปัญหา และทักษะการสื่อสาร 3. ความเหมาะสมและความเป็นไปได้ในการนำรูปแบบไปใช้ โดยภาพรวม พบว่า มีความเหมาะสมและความเป็นไปได้อยู่ในระดับมาก
This research has the main objective was to develop a model of scout activity management for promote students life skills in secondary school under the Secondary Educational Service Area Office 3 in Nonthaburi Province. Conducting research by studying quantitative and qualitative research divided into 3 steps as follows Step 1 Study the conditions and problems of scout activity management for promote students life skills in secondary school under the Secondary Educational Service Area Office 3 in the Nonthaburi Province by using a questionnaire to collect data. The sample was 63 People consisted of the Director, Deputy Director of Academic Affairs, head of activity develop students and scout teachers in the secondary schools in Nonthaburi Province, 18 schools. Step 2 Create and check a model of scout activity management to promote life skills of secondary school students under the Secondary Educational Service Area Office 3 in Nonthaburi Province with 9 experts interviews and evaluate by semi-structured interview. And Step 3 assess the suitability and feasibility of applying a model of Scout Activity Management for promote students life skills in secondary schools under the Secondary Educational Service Area Office 3 in Nonthaburi Province by using the evaluation form 5 level. Data analysis by computer program and content analysis. Statistics to data analysis were percentage, mean and Standard Deviation. The research results found that 1. A model scout activity management to promote students life skills secondary schools under the Secondary Education Area Office 3 in Nonthaburi Provice in overall and each aspect was at a high level, performing. 2. A model scout activity management for promote students life skills in secondary schools under the Secondary Educational Area Office 3 in Nonthaburi Provice consisted of 3 main elements 1. main function of scout management 1) group formation or division, 2) scout commanding, 3) scout learning and teaching, 4) scout financial, and 5) scout activity reporting, 2. Management process has 4 steps 1) planning, 2) organization, 3) leading, and 4) controlling, and 3. Life skills 1) social skills 2) problems solving skills, and 3) communication skills. 3. A model scout activity management for promote students life skills in secondary schools under the Secondary Educational Area Office 3 in Nonthaburi Province was suitability, feasibility and at the high level.
