การวิจัยเรื่องนี้ มีวัตถุประสงค์เพื่อพัฒนารูปแบบการบริหารจัดการงานแนะแนวการศึกษาที่มีประสิทธิผลสำหรับสถานศึกษาขั้นพื้นฐาน จังหวัดปทุมธานี โดยดำเนินการวิจัย 3 ระยะ ดังนี้ ระยะที่ 1 ศึกษาสภาพปัจจุบันของการบริหารจัดการงานแนะแนวการศึกษาในสถานศึกษาขั้นพื้นฐาน จังหวัดปทุมธานี โดยการใช้แบบสอบถามกับกลุ่มตัวอย่าง ได้แก่ ครูและบุคลากรทางการศึกษาในสถานศึกษาขั้นพื้นฐาน จังหวัดปทุมธานี จำนวน 340 คน และสัมภาษณ์ผู้ให้ข้อมูลสำคัญ ซึ่งเป็นครูที่ทำหน้าที่รับผิดชอบในตำแหน่งหัวหน้างานแนะแนว จำนวน 15 คน สถิติที่ใช้ในการวิเคราะห์ข้อมูล ค่าเฉลี่ย ร้อยละ ส่วนเบี่ยงเบนมาตรฐาน และวิเคราะห์ข้อมูลเชิงคุณภาพด้วยการวิเคราะห์เนื้อหา ระยะที่ 2 พัฒนารูปแบบการบริหารจัดการงานแนะแนวการศึกษาที่มีประสิทธิผลสำหรับสถานศึกษาขั้นพื้นฐาน จังหวัดปทุมธานี โดยใช้การวิจัยปฏิบัติการ กลุ่มเป้าหมายคือ ครูแนะแนวในสถานศึกษาขั้นพื้นฐาน จังหวัดปทุมธานี จำนวน 30 คน เครื่องมือการวิจัย ได้แก่ คู่มือการแนะแนวและให้คำปรึกษา แบบบันทึกการประชุม แบบบันทึกการสังเกต การวิเคราะห์ข้อมูลดำเนินการแปลผลข้อมูลโดยอาศัยความสัมพันธ์ในมิติต่างๆ ภายใต้เทคนิคดังกล่าว คือ มิติด้านผู้วิจัยและมิติวิธีการค้นคว้าและเสนอผลการพัฒนารูปแบบ ระยะที่ 3 ประเมินความเหมาะสมและความเป็นไปได้ของรูปแบบที่พัฒนาขึ้นโดยเก็บข้อมูลจากผู้มีส่วนได้เสีย จำนวน 16 คน โดยใช้แบบประเมิน สถิติที่ใช้ในการวิเคราะห์ข้อมูล ค่าเฉลี่ย ร้อยละ และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัย พบดังนี้ 1. สภาพปัจจุบันของการบริหารจัดการงานแนะแนวการศึกษาของสถานศึกษาขั้นพื้นฐาน ประกอบด้วย 5 งาน ได้แก่ งานด้านบริการเก็บรวบรวมข้อมูลเป็นรายบุคคล งานด้านบริการสนเทศ งานด้านบริการให้คำปรึกษา งานด้านบริการจัดวางตัวบุคคล และงานด้านบริการติดตามผล โดยภาพรวมมีการปฏิบัติอยู่ในระดับมาก 2. รูปแบบการบริหารจัดการงานแนะแนวการศึกษาที่มีประสิทธิผลสำหรับสถานศึกษาขั้นพื้นฐาน จังหวัดปทุมธานี ที่พัฒนาขึ้น ประกอบด้วยองค์ประกอบหลัก 5 องค์ประกอบ ได้แก่ 1) การรวบรวมข้อมูลโดยใช้เทคนิคการพัฒนาตนเชิงจิตวิทยา 2) การจัดกิจกรรมเสริมหลักสูตรเพื่อพัฒนาคุณลักษณะอันพึงประสงค์ทางด้านคุณธรรมจริยธรรม 3) การสำรวจและช่วยเหลือนักเรียนให้สามารถแก้ไขปัญหาทั้งทางด้านการเรียน การอาชีพ หรือปัญหาทางด้านส่วนตัวและสังคม 4) การจัดกิจกรรมค่าย/โครงงานบูรณาการเพื่อพัฒนาทักษะชีวิต และ 5) การนิเทศ กำกับ ติดตาม ประเมินผล รายงานผล และพัฒนาระบบการดูแลช่วยเหลือนักเรียน 3. ผลการประเมินรูปแบบการบริหารจัดการงานแนะแนวการศึกษาที่มีประสิทธิผลสำหรับสถานศึกษาขั้นพื้นฐานจังหวัดปทุมธานี ที่พัฒนาขึ้น พบว่า รูปแบบมีความเหมาะสมและความเป็นไปได้ อยู่ในระดับมากที่สุด
This research aimed to develop a model of effective educational guidance management for basic educational institutes in Phathumthani province. The research was divided into 3 stages Stage 1; to study the current situation on educational guidance management in basic education schools in Pathumthani by using a 5-rating scale questionnaire with 340 teachers and educational personnel, and interviewing with 15 guidance counselors. Data were analyzed by percentage, mean, Standard Deviation, and content analysis. Stage 2; to develop effective educational guidance management model for basic education institution in Pathumthani by using operational research. The samples were 30 volunteers’ teachers who worked on guidance in the institutions. Research tools include guidance and counseling manual, meeting record, and observation record. The data were analysed by interpretation of data results in relational dimensions of researcher dimension, analyzing related documents and research papers, and proposing the results of the development model. Stage 3; to verify the development model on appropriateness and possibility of the developed model by collecting the data from 16 stakeholders by using an evaluation form. The data were analyzed by mean, percentage and Standard Deviation. The research results reveal as follows 1. The current situation on educational counseling management of the basic education institutions which composes of 5 services 1) individually inventory service, 2) information service, 3) counseling service, 4) placement service, and 5) follow-up service was at a high level. 2. The developed model on the effective educational guidance management for the basic education institutions in Pathumthani composes of 5 main components 1) Data collection using psychological development techniques; 2) Extension activities to develop desirable characteristics in moral and ethics; 3) Survey and support for students to be able to resolve problems in terms of learning, career or personal and social problems; 4) Integrated camp/ project activities to improve life skills; and 5) Supervision, monitoring, evaluation, reporting, and student welfare systems development. 3. The result of verified the effective management model on educational guidance for the basic education institutions in Pathumthani is suitable and applicable at the highest level.
