การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อพัฒนารูปแบบการบริหารจัดการด้านสารสนเทศสำหรับโรงเรียนระดับมัธยมศึกษา โดยดำเนินการวิจัย 3 ขั้นตอน ได้แก่ ขั้นตอนที่ 1 การศึกษาสภาพและความต้องการด้านสารสนเทศที่สอดคล้องกับบริบทในโรงเรียนระดับมัธยมศึกษา กลุ่มตัวอย่าง 20 คน โดยผู้วิจัยเลือกผู้ให้ข้อมูลแบบเจาะจง ประกอบด้วย ผู้บริหารโรงเรียนและครูผู้รับผิดชอบงานสารสนเทศของโรงเรียนระดับมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 4 ขั้นตอนที่ 2 การพัฒนารูปแบบการบริหารจัดการด้านสารสนเทศที่สอดคล้องกับบริบทในโรงเรียนระดับมัธยมศึกษา โดยใช้วิธีเทคนิคเดลฟาย จากผู้ทรงคุณวุฒิด้านการศึกษา ด้านเทคโนโลยีเพื่อการศึกษา ศึกษานิเทศก์ของสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา และผู้อำนวยการโรงเรียนในระดับมัธยมศึกษา จำนวน 17 คน ขั้นตอนที่ 3 การประเมินรูปแบบฯ กลุ่มตัวอย่างที่ใช้ในการประเมิน ประกอบด้วย รองผู้อำนวยการสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 4 ผู้อำนวยการโรงเรียนมัธยมศึกษา และผู้อำนวยการกลุ่มนิเทศ ติดตาม และประเมินผลการจัดการศึกษา สำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 4 จำนวน 20 คน สถิติที่ใช้ ได้แก่ ความถี่ ค่าเฉลี่ย ร้อยละ มัธยฐาน ส่วนเบี่ยงเบนมาตรฐาน และค่าพิสัยระหว่างควอไทล์ ผลการวิจัยพบว่า 1) สภาพปัจจุบันด้านสารสนเทศสำหรับโรงเรียนระดับมัธยมศึกษามีการดำเนินการจัดระบบสารสนเทศเป็นวงจร มีความสะดวกในการค้นหา เรียกใช้ ฉับไวต่อการตัดสินใจของผู้บริหาร มีระบบการจัดเก็บอย่างเป็นระเบียบ และสะดวกแก่การนำไปใช้ มีการประมวลผลโดยใช้เครื่องมือที่จัดกระทำขึ้นหลาย ๆ อย่าง มีการจัดกระทำให้เป็นสารสนเทศที่มีความหมาย นำไปใช้ประโยชน์ตรงตามความต้องการ มีการสรุปข้อมูลสารสนเทศที่เป็นจริงต่อการบริหาร มีการจัดเก็บรวบรวมข้อมูลหลายวิธีตามลักษณะของข้อมูล ปัญหาการจัดการด้านสารสนเทศสำหรับโรงเรียนระดับมัธยมศึกษา มีปัญหาการตรวจสอบข้อมูล การประมวลผลข้อมูล และการจัดเก็บข้อมูล การเก็บรวบรวมข้อมูล การวิเคราะห์ข้อมูล และการนำข้อมูลไปใช้ ความต้องการด้านสารสนเทศในอนาคต มีความต้องการเพื่อใช้ในการวางแผน ใช้ในการบริหารนโยบาย ใช้ในการแก้ไขข้อบกพร่องของหน่วยงาน และใช้ในการประเมินผลและรายงานผล ข้อเสนอแนะอื่น ๆ ควรมีการจัดการบำรุงรักษาระบบสารสนเทศและทำให้เป็นระบบที่ทันสมัย ควรมีบุคลากรที่มีความรู้ความสามารถรับผิดชอบระบบสารสนเทศ ผู้บริหารควรมีความรู้และความเข้าใจในการใช้สารสนเทศเพื่อการบริหาร 2) รูปแบบการบริหารจัดการด้านสารสนเทศที่สอดคล้องกับบริบทในโรงเรียนระดับมัธยมศึกษาที่พัฒนาขึ้น ประกอบด้วย องค์ประกอบ 6 องค์ประกอบ ได้แก่ ด้านการวางแผน ด้านการจัดการองค์กร ด้านการอบรม ด้านการนิเทศติดตาม ด้านการวัดและประเมินผล และด้านทรัพยากร รวม 59 ตัวชี้วัด 3) ผลการประเมินรูปแบบการบริหารจัดการด้านสารสนเทศที่สอดคล้องกับบริบทในโรงเรียนระดับมัธยมศึกษา พบว่าในภาพรวมมีความเหมาะสมอยู่ในระดับมาก โดยด้านความเป็นไปได้ในการนำรูปแบบไปใช้ ด้านความเหมาะสมของรูปแบบ และด้านความถูกต้องของรูปแบบ มีความเหมาะสมอยู่ในระดับมากที่สุด ส่วนด้านความเป็นประโยชน์ในการใช้งานจริงของรูปแบบ มีความเหมาะสมอยู่ในระดับมาก สรุปได้ว่ารูปแบบการบริหารจัดการด้านสารสนเทศที่สอดคล้องกับบริบทในโรงเรียนระดับมัธยมศึกษาที่ผู้วิจัยพัฒนาขึ้นมีความเหมาะสมและมีความเป็นไปได้ในการนำไปใช้
This research aimed to develop an information management model in accordance with secondary schools context. The research was conducted in 3 stages. Stage 1 was the study of the conditions and needs of information in accordance with secondary schools context. A sample of 20 persons was selected by using the purposive sampling method, consisting of school executives and teachers responsible for information works in secondary schools under the Secondary Educational Service Area Office 4. Stage 2 was a development of an information management model in accordance with secondary schools context by using Delphi technique from 17 experts in education and educational technology, educational supervisors of the Secondary Education Service Area Office, and secondary school directors. Stage 3 was an evaluation of the developed model. A sample of 20 persons used for evaluating appropriateness and feasibility consisted of Vice Director of the Secondary Educational Service Area Office 4, secondary school directors, and head of supervising, monitoring, and evaluating results of educational management. The statistics used for data analysis were frequency, mean, percentage, median, Standard Deviation, and inter quartile range. The research findings were shown as follows 1) At present, the conditions of information in accordance with secondary schools context were managed systematically in cycle, facilitated for quick decisions of executives, collected information orderly and conveniently for use, processed by using multiple instruments, made meaningful information for use as needed, summarized actual information for management and collected information in several methods according to information types. Problems of managing information in accordance with secondary schools context were verifying, processing, storing, collecting, analyzing and applying information. Needs of information in the future will be using for planning, managing policy, correcting organization’s weaknesses, and evaluating and reporting results. Other recommendations were as follows the information system should be maintained and updated, skillful staff should be in charge of the information system, and executives should have knowledge and understanding in using information for management; 2) the developed model composed of 6 components of the information management model in accordance with secondary schools context planning, organization management, training, monitoring, measurement and evaluation, and resources, totaling 59 indicators; 3) Overall, the evaluation result on the developed model was appropriate at a “high” level. Considering each category, it was found that feasibility, appropriateness, and accuracy of the model were appropriate at the “highest” level, whereas benefit for actual usage of the model was appropriate at a “high” level. It could be concluded that the developed model is appropriate and feasible to put it into practical use.
