การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อสร้างและประเมินรูปแบบการบริหารงานวิชาการของสถานศึกษาขั้นพื้นฐานในสังกัดเขตพื้นที่การศึกษาประถมศึกษาสมุทรปราการ โดยมีวิธีการดำเนินการวิจัย 3 ขั้นตอน ดังนี้ ขั้นตอนที่ 1 ศึกษาสภาพการณ์ปัจจุบันการบริหารงานวิชาการของสถานศึกษาขั้นพื้นฐานในสมุทรปราการ ด้วยการใช้เป็นแบบสอบถามถามผู้บริหารและครูหัวหน้าฝ่ายวิชาการ จำนวน 210 คน และแบบสัมภาษณ์กึ่งโครงสร้างกับผู้บริหารโรงเรียนพระราชทาน 2 คน ขั้นตอนที่ 2 สร้างรูปแบบการบริหารจัดการการบริหารงานวิชาการของสถานศึกษาขั้นพื้นฐานในสมุทรปราการด้วยการสัมภาษณ์ผู้ทรงคุณวุฒิ จำนวน 9 คน โดยที่ใช้แบบสัมภาษณ์แบบกึ่งโครงสร้าง และขั้นตอนที่ 3 ประเมินรูปแบบแบบสอบถามถามผู้บริหารและครูหัวหน้าฝ่ายวิชาการ จำนวน 210 คน วิเคราะห์ข้อมูล ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า รูปแบบการบริหารงานวิชาการมีองค์ประกอบหลัก 7 ด้านได้แก่ 1) งานพัฒนาหลักสูตรสถานศึกษา มี 4 องค์ประกอบย่อย 2) งานด้านพัฒนาการจัดกระบวนการเรียนรู้ มี 4 องค์ประกอบย่อย 3) งานด้านการวัดผลประเมินผล มี 5 องค์ประกอบย่อย 4) งานด้านพัฒนาสื่อ แหล่งเรียนรู้ นวัตกรรม เทคโนโลยีทางการศึกษา มี 4 องค์ประกอบย่อย 5) งานด้านวิจัยเพื่อการศึกษา มี 3 องค์ประกอบย่อย 6) งานด้านประกันคุณภาพภายในสถานศึกษา มี 4 องค์ประกอบย่อย 7) งานด้านการนิเทศการศึกษา มี 3 องค์ประกอบย่อย จากการประเมินรูปแบบการบริหารงานวิชาการของสถานศึกษาขั้นพื้นฐานในสังกัดเขตพื้นที่การศึกษาประถมศึกษาสมุทรปราการของผู้อำนวยและครูหัวหน้าวิชาการ พบว่า รูปแบบมีความเหมาะสมในระดับเหมาะสมมากที่สุด ( = 4.82) และมีความเป็นไปได้ในการนำไปใช้ อยู่ในระดับมาก ( = 4.05) คำสำคัญ รูปแบบการบริหารงานวิชาการ สถานศึกษาขั้นพื้นฐาน
This research aimed to develop and evaluate an academic administration model of basic schools under a jurisdiction of the Samutprakan Primary Educational Service Area Office. The research was designed into three stages, as follows Stage 1 - Collecting the basic data from 210 administrators and heads of academic affairs by using a questionnaire and a semi-structured interview. Stage 2 - Developing an academic administration model for basic schools under a jurisdiction of the Samutprakan Primary Educational Service Area ofice by interviewing 9 qualitied experts. The instrument used for collecting data was the semi-structured interview. Stage 3 - Feasibility evaluation of the developed model by using questionnaire with 210 administrators and heads of academic affairs. The data were analyzed by percentage, average, and Standard Deviation. The research results reveals that the model of academic administration for the basic education schools composes of 7 main components 1) curriculum development with four sub-components; 2) learning process development with four sub-components; 3) measurement and evaluation with five sub-components; 4) media, learning resources, educational innovation and technologies with four sub-components; 5) research in education with three sub-components; 6) intermal quality assurance with four sub-components; and 7) educational supervision with three sub-components. From the evaluation of the developed model by the administrators and heads of academic affairs found that the model has a suitability at the highest level ( = 4.82) and has a feasibility for application at a high level ( = 4.05).
