การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพการบริหารจัดการการเสริมสร้างคุณลักษณะอันพึงประสงค์ของนักเรียนในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษายโสธร 2) สร้างและตรวจสอบรูปแบบการบริหารจัดการการเสริมสร้างคุณลักษณะอันพึงประสงค์ของนักเรียนในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษายโสธร และ 3) ประเมินความเป็นไปได้และความเหมาะสมในการนำรูปแบบการบริหารจัดการการเสริมสร้างคุณลักษณะอันพึงประสงค์ของนักเรียนในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษายโสธร ไปใช้ การวิจัยแบ่งออกเป็น 3 ระยะ คือ ระยะที่ 1 ศึกษาสภาพการบริหารจัดการการเสริมสร้างคุณลักษณะอันพึงประสงค์ของนักเรียนในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษายโสธร กลุ่มตัวอย่าง ได้แก่ ผู้บริหาร และคณะกรรมการสถานศึกษาในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษายโสธร จำนวน 78 โรงเรียน ได้มาโดยการสุ่มแบบแบ่งชั้น (Stratified Random Sampling) โดยมีสถานที่ตั้งโรงเรียนเป็นชั้น (Strata) และโรงเรียนเป็นหน่วยการสุ่ม (Sampling Unit) แต่ละโรงเรียนประกอบด้วย ผู้อำนวยการ และคณะกรรมการสถานศึกษา รวมจำนวนผู้ให้ข้อมูลทั้งสิ้น 312 คน และมีผู้ทรงคุณวุฒิและผู้เชี่ยวชาญที่ให้ข้อมูลในการสัมภาษณ์ จำนวน 15 คน ประกอบด้วย ผู้บริหารสถานศึกษาในสถานศึกษาขั้นพื้นฐาน ผู้เชี่ยวชาญด้านการบริหารการศึกษา และผู้เชี่ยวชาญด้านการพัฒนาทรัพยากรมนุษย์ ระยะที่ 2 สร้างรูปแบบการบริหารจัดการการเสริมสร้างคุณลักษณะอันพึงประสงค์ของนักเรียนในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษายโสธร และตรวจสอบโดยผู้ทรงคุณวุฒิและผู้เชี่ยวชาญที่มีความรู้ความสามารถ/ประสบการณ์ที่เกี่ยวข้องกับการบริหารจัดการการเสริมสร้างลักษณะอันพึงประสงค์ จำนวน 5 คน และ ระยะที่ 3 ประเมินความเป็นไปได้และความเหมาะสมในการนำรูปแบบการบริหารจัดการการเสริมสร้างคุณลักษณะอันพึงประสงค์ของนักเรียนในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษายโสธร ไปใช้ กลุ่มตัวอย่าง ได้แก่ ผู้บริหาร คณะกรรมการสถานศึกษา และครูในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษายโสธร จำนวน 30 โรงเรียน เป็นโรงเรียนขนาดใหญ่ 10 โรงเรียน ขนาดกลาง 10 โรงเรียน และขนาดเล็ก 10 โรงเรียน ได้มาโดยการเลือกแบบเจาะจง (Purposive Sampling) แต่ละโรงเรียนประกอบด้วย ผู้อำนวยการ คณะกรรมการสถานศึกษา และครูประจำชั้น ป.1-ป.6 รวมจำนวนทั้งสิ้น 300 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม แบบสัมภาษณ์กึ่งโครงสร้าง แบบประเมินความถูกต้องและความเหมาะสมของรูปแบบ แบบประเมินความเป็นไปได้และความเหมาะสมในการนำรูปแบบไปใช้ สถิติที่ใช้ในการวิจัย ได้แก่ ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า 1. การบริหารจัดการการเสริมสร้างคุณลักษณะอันพึงประสงค์ของนักเรียนในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษายโสธร โดยภาพรวมอยู่ในระดับมากที่สุด เมื่อพิจารณาเป็นรายด้าน พบว่า อยู่ในระดับมากที่สุด 3 ด้าน ได้แก่ ด้านร่างกาย ด้านความรู้ และด้านความประพฤติ และอยู่ในระดับมาก 1 ด้าน ได้แก่ ด้านจิตใจ 2. รูปแบบการบริหารจัดการการเสริมสร้างคุณลักษณะอันพึงประสงค์ของนักเรียนในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษายโสธร ประกอบด้วย 1) การวางแผน 2) การดำเนินงาน 3) การตรวจสอบและประเมินผล และ 4) การพัฒนาและปรับปรุง 3. รูปแบบการบริหารจัดการการเสริมสร้างคุณลักษณะอันพึงประสงค์ของนักเรียนในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษายโสธร มีความเป็นไปได้และความเหมาะสมในการนำไปใช้ โดยภาพรวมอยู่ในระดับมากที่สุด คำสำคัญ รูปแบบ, การบริหารจัดการ, การเสริมสร้างคุณลักษณะอันพึงประสงค์ของนักเรียน, สถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษายโสธร
The purposes of this study were 1) to examine condition of management on students’ desirable characteristics enhancement in basic educational institutes under the Office of Yasothon Primary Educational Service Area; 2) to create and verify a model of management on students’ desirable characteristics enhancement in basic educational institutes under the Office of Yasothon Primary Educational Service Area; and 3) to evaluate the feasibility and appropriateness of applying a model of management on students’ desirable characteristics enhancement in basic educational institutes under the Office of Yasothon Primary Educational Service Area. Meantime, the research was divided into three phases. First, examine condition of management on students’ desirable characteristics enhancement in basic educational institutes under the Office of Yasothon Primary Educational Service Area. The sample group comprised of executives and school committee members from 78 schools under the Office of Yasothon Primary Educational Service Area. The sample group, a total of 312 informants, was derived from stratified random sampling with schools as strata and schools were a sampling unit. Each school consisted of a director and school committee members. In addition, 15 experts and specialists were interviewed. Second, create a model of management on students’ desirable characteristics enhancement in basic educational institutes under the Office of Yasothon Primary Educational Service Area and verify the model by five experts and specialists who had relevant knowledge/experiences on management of promoting desired characteristics. Third, evaluate the feasibility and appropriateness of applying a model of management on students’ desirable characteristics enhancement in basic educational institutes under the Office of Yasothon Primary Educational Service Area. The sample group contained executives, school committee members and lecturers from 30 schools under the Office of Yasothon Primary Educational Service Area. Each school comprised a director, school committee members and first to sixth grade lecturers totaling 300 persons. The tools used for collecting data were questionnaires and a semi-structure interview form. Statistics employed for this research were percentage, mean and Standard Deviation. Findings indicated that 1. The overall of management on students’ desirable characteristics enhancement in basic educational institutes under the Office of Yasothon Primary Educational Service Area was at the highest level. For each aspect, physical aspect, knowledge aspect and behavior aspect were at the highest level while mind aspect was at a high level. 2. A model of management on students’ desirable characteristics enhancement in basic educational institutes under the Office of Yasothon Primary Educational Service Area composed of 1) planning; 2) operation; 3) examination and evaluation; and 4) development and improvement. 3. The feasibility and appropriateness of a model of management on students’ desirable characteristics enhancement in basic educational institutes under the Office of Yasothon Primary Educational Service Area was at the highest level.
