การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) พัฒนาเกณฑ์สมรรถนะและตัวชี้วัดสมรรถนะการปฏิบัติงานของรองผู้อำนวยการสำนักงานเขตพื้นที่การศึกษาประถมศึกษาในเขตภาคกลางเพื่อสนองตอบนโยบายปฏิรูปการศึกษารอบสอง และ 2) ประเมินความเหมาะสมของเกณฑ์สมรรถนะและตัวชี้วัดสมรรถนะดังกล่าว กลุ่มตัวอย่างที่ใช้ในการวิจัย คือ บุคลากรที่เป็นผู้บริหารสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาในเขตภาคกลาง ซึ่งมี 40 เขต จำนวน 278 คน จำแนกเป็นกลุ่มตัวอย่างสำหรับการวิจัยเชิงปริมาณ 254 คน และการวิจัยเชิงคุณภาพ 24 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามแบบมาตราส่วนประมาณค่า มีค่าความเชื่อมั่น .87 และประเด็นการสนทนากลุ่ม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เชิงเนื้อหา
This research aimed to 1) develop performance criteria and performance indicators on the performance of the Deputy Director of the Office of Education in the Central Region to meet the second round of educational reform policy, and 2) to evaluate the appropriateness of the performance criteria and indicators. The samples used in the study are personnel management under the Office of Education in the Central Region, which includes all 40 county, 278 persons, classified 254 persons as samples for quantitative research and 24 persons for qualitative research. The research instruments used for collecting data composed of a 5-scale rating questionnaire with a reliability of .87 and the group discussion. The statistics used in data analysis were frequency, percentage, mean, Standard Deviation, and content analysis.
