The promulgation of the multi-child policy aims to alleviate problems such as population aging and a large labor gap. It intended to increase the population and promote social and economic development by increasing the fertility rate. However, after the policy is relaxed, statistics show that the fertility rate is not as high as expected. In-depth exploration found that it may be related to family education costs, and school district housing is a type of education cost. Under the background of the multi-child policy, this study explored school district housing by distinguishing school district housing from other types of education costs. Many parents preferred to have their property closer to school areas for the convenience of their children for school enrollment. The purpose of this study was to explore the significant difference in selling intention of Chengdu property owner groups of different control variables of education, number of properties owned, family structure, and income in the school district; to examine the influencing mechanism of the selling intention of Chengdu property owners based on expected regret, behavioral attitude, environmental awareness, and emotional attachment; and to suggest feasible suggestions for better mechanisms for assisting Chengdu property owners in the school district with property selling strategies. Five hundred and five completed questionnaires of Chengdu property owners were collected through the online WeChat platform by random sampling in March 2023. The results showed that expected regret, behavioral attitude, environmental awareness, and emotional attachment significantly affect selling intention. Other variables based on perceived risk, satisfaction, subjective norm, perceived value, ambient belief, value belief, emotional satisfaction, and price attitude would also impact the perception of multi-child policy on owner selling intention.
