With the continuous improvement of people's material living standards, people's needs for travel convenience and service accuracy were also increasing, which puts forward higher requirements for high-speed rail service quality. In the current construction of the "Chengdu-Chongqing Economic Circle," the Chengdu and Chongqing high-speed railways were gradually being called high-speed rail buses. The opening of the high-speed rail accelerated the gathering of people, logistics, capital, and information, enhancing Sichuan's economic development. At the same time, during the economic transformation period of Sichuan Province, small and medium-sized enterprises became necessary to support the most dynamic economic growth point for "stabilizing growth, adjusting structure, maintaining employment, and increasing efficiency, improving the management of high- speed rail service quality, and helping local economic construction and development. The purpose of this study was to analyze the variable factors that affect the development of small and medium-sized enterprises in Sichuan; to study the impact of high-speed rail service quality, traffic accessibility, factor agglomeration, knowledge spillover, economies of scale, and market division of labor on enterprise development; and to put forward the necessary policies for improving the high-speed rail service quality management on the development of small and medium-sized enterprises in Sichuan. Four hundred and twenty completed questionnaires of Sichuan SME employees were collected through the online WeChat platform by random sampling in June of 2022. The results showed that service quality, transportation accessibility, agglomeration effect, knowledge spillovers, economies of scale, and market division of labor significantly impacted SME employee development in Sichuan for the policymaker to consider as some of the factors in transportation development.
