การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1) ระดับการบริหารองค์การและความเป็นองค์การสมรรถนะสูงของกรมทางหลวง ส่วนกลาง และ 2) ปัจจัยการบริหารองค์การที่มีผลต่อความเป็นองค์การสมรรถนะสูงของกรมทางหลวง ส่วนกลาง กลุ่มตัวอย่างที่ใช้ในการวิจัยคือ ผู้บริหารองค์กรในสังกัดกรมทางหลวง ส่วนกลาง จำนวน 220 คน สถิติที่ใช้การวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์หาค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียรสัน และการวิเคราะห์การถดถอยพหุคูณ แบบนำตัวแปรทั้งหมดเข้าสมการ **ผลการวิจัยพบว่า** 1\. กรมทางหลวง ส่วนกลางมีการบริหารองค์การ ภาพรวมอยู่ในระดับมากที่สุด โดยเฉพาะด้านการคำนึงถึงผู้มีส่วนได้ส่วนเสีย มีค่าเฉลี่ยสูงสุด และความเป็นองค์การสมรรถนะสูง ภาพรวมอยู่ในระดับมาก โดยเฉพาะด้านโครงสร้างและระบบงานที่ยืดหยุ่น มีค่าเฉลี่ยสูงสุด 2\. การบริหารองค์การที่มีผลต่อความเป็นองค์การสมรรถนะสูงของกรมทางหลวง ส่วนกลาง เรียงลำดับ ได้แก่ ด้านการคำนึงถึงผู้มีส่วนได้ส่วนเสีย $(x_1)$ ด้านการจัดการกระบวนการ $(x_2)$ ด้านผลลัพธ์การดำเนินการ $(x_3)$ ด้านการวางแผนเชิงยุทธศาสตร์ $(x_4)$ ด้านการนำองค์การ $(x_5)$ ด้านการวัด วิเคราะห์และการจัดการความรู้ $(x_6)$ และ ด้านการมุ่งเน้นทรัพยากรบุคคล $(x_7)$ สามารถร่วมกันพยากรณ์ความเป็นองค์การสมรรถนะสูง ได้ร้อยละ 62.20 เชียนเป็นสมการพยากรณ์ในรูปคะแนนมาตรฐาน คือ
This research aimed to study the level of organizational management and high performance organization of the Central Department of Highways and to study factor of organization management that affects the high performance organization of the Central Highways Department. The sample group that used in this research included 220 people of corporate executives under the department of Central Highways. Statistics used for analyzed data were mean, standard deviation, Pearson's product moment correlation coefficient, and Multiple regression analysis: MRA by enter all variables into regression. The finding revealed that; 1. The Department of Central Highways have organizational management in overall picture is at the highest level, especially giving importance to stakeholders is at the highest level. Also, being a high performance organization in overall picture is at a high level, especially structure and flexible work system is at the highest level. 2. Organization management affecting the high performance organization of the Department of Central Highways were as follows: giving importance to stakeholders (x1), process management (x2), operational results (x3), strategic planning (x4), organizational leadership (x5), measurement analysis and knowledge management (x6), and focus on human resource (x7).
