งานวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับประสิทธิภาพในการปฏิบัติงานของเจ้าพนักงานปกครอง (ปลัดอำเภอ) กรมการปกครอง กระทรวงมหาดไทย และ 2) ศึกษาปัจจัยที่มีผลต่อประสิทธิภาพในการปฏิบัติงานของเจ้าพนักงานปกครอง (ปลัดอำเภอ) กรมการปกครอง กระทรวงมหาดไทย การวิจัยครั้งนี้เป็นงานวิจัยเชิงปริมาณ กลุ่มตัวอย่างเป็นเจ้าพนักงานปกครอง (ปลัดอำเภอ) กรมการปกครอง กระทรวงมหาดไทย จำนวน 240 คน ใช้การสุ่มตัวอย่างอย่างง่าย เครื่องมือที่ใช้ คือ แบบสอบถามสถิติที่ใช้วิเคราะห์พื้นฐาน ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน สถิติที่ใช้ในการทดสอบสมมติฐาน ได้แก่ การวิเคราะห์ค่าสหสัมพันธ์เฟียร์สัน และการวิเคราะห์การถดถอยแบบพหุคูณ ผลการวิจัยพบว่า เจ้าพนักงานปกครอง (ปลัดอำเภอ) กรมการปกครอง กระทรวงมหาดไทย มีประสิทธิภาพในการปฏิบัติงานโดยรวมอยู่ในระดับมากที่สุด เมื่อพิจารณารายด้าน พบว่า มีประสิทธิภาพมากที่สุด 3 ด้าน ได้แก่ ด้านความประหยัดหรือความคุ้มค่าของทรัพยากร ด้านความรวดเร็ว และด้านปริมาณงาน ส่วนด้านคุณภาพงาน อยู่ในระดับมาก และพบว่า ปัจจัยด้านสภาพแวดล้อมในการทำงาน และปัจจัยด้านงบประมาณ มีผลต่อประสิทธิภาพในการปฏิบัติงาน อย่างมีนัยสำคัญที่ระดับ .01 ซึ่งเป็นไปตามสมมติฐานที่ได้ตั้งไว้ โดยพบว่า ปัจจัยด้านสภาพแวดล้อมในการทำงานและปัจจัยด้านงบประมาณ สามารถอธิบายความแปรปรวนของประสิทธิภาพในการทำงาน ได้ร้อยละ 68.80 (Adjusted R² = .688) ส่วนปัจจัยด้านอื่น ๆ ไม่พบว่ามีผลต่อประสิทธิภาพในการปฏิบัติงานของเจ้าพนักงานปกครอง (ปลัดอำเภอ) กรมการปกครอง กระทรวงมหาดไทย
The objectives of this research were 1) to study the level of performance efficiency of governing officer in Department of Provincial Administration, Ministry of Interior, and 2) to study factors affecting the performance of Governing Officer in Department of Provincial Administration, Ministry of Interior. Data were collected from 240 governing officers (District clerk) in Department of Provincial Administration, Ministry of Interior. The researcher analyzed data by using descriptive statistics: frequency, percentage, mean and standard deviation. The hypothesis was tested by using Pearson product moment correlation and multiple regression analysis. According to the result, it was found that the overall performance efficiency of governing officer in Department of Provincial Administration, Ministry of Interior was at the highest level. Considering each aspect, it was found that 3 aspects were at the highest level: savings or value of resources, speed, and workload, but work quality was at a high level. In addition, it was found that the factors of working environment and budget factors affecting operational efficiency at .01 level of significance which was in line with the assumptions set. Moreover, it was found that the working environment factor and the budget factor was able to explain the variance in work efficiency at 68.80% (Adjusted R² = .688). Considering other factors, it was found that there was no effect on the performance of the governing officers in the Department of Provincial Administration, Ministry of Interior.
