การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อหาสาเหตุของการโจรกรรมรถจักรยานยนต์และศึกษามาตรการป้องกันและปราบปรามการโจรกรรมรถจักรยานยนต์ในเขตพื้นที่รับผิดชอบของเทศบาลเมืองกระทุ่มแบน จังหวัดสมุทรสาคร เป็นการวิจัยเชิงคุณภาพโดยผู้วิจัยได้ลงพื้นที่เก็บรวบรวมข้อมูลในเชิงลึก ทั้งการเก็บรวบรวมข้อมูลจากเอกสารงานวิจัยต่าง ๆ ที่เกี่ยวข้องร่วมกับการลงพื้นที่สัมภาษณ์เชิงลึกกับกลุ่มบุคคลซึ่งเป็นผู้ที่ให้ข้อมูลสำคัญ ผลการวิจัย พบว่า สาเหตุของการโจรกรรมรถจักรยานยนต์เนื่องจากรถจักรยานยนต์มีราคาดีสามารถนำไปจำหน่ายได้ในราคาสูง ความประมาทของเจ้าของรถจักรยานยนต์ สามารถทำได้ง่ายและทำได้หลายวิธี การสืบสวนของพนักงานเจ้าหน้าที่จับกุมทำได้ยาก มีแหล่งรับซื้อหลายแห่ง การตรวจสอบทะเบียนรถจากกรมการขนส่งมีอุปสรรคต่อการปฏิบัติงาน ปัญหายาเสพติด ปัญหานี้สิน การพนัน และหนี้นอกระบบ ส่วนมาตรการป้องกันและปราบปรามการโจรกรรมรถจักรยานยนต์ คือ ให้ดำเนินการสืบสวนหาชาว จัดแหล่งข่าวบุคคลเพื่อพิสูจน์ทราบเป้าหมายบุคคล เครือข่าย ตลอดจนติดตามพฤติกรรมในการกระทำความผิดเกี่ยวกับการโจรกรรม การจับกุมผู้กระทำความผิดมาดำเนินคดีตามกฎหมายให้ถึงที่สุด การแสวงหาความร่วมมือจากทุกภาคส่วน โดยการตั้งจุดตรวจจุดสกัดร่วมกัน การออกตรวจอาร์ม กับ การอบรมให้ความรู้แก่นักเรียนนักศึกษา การตรวจอู่ซ่อมรถจักรยานยนต์และร้านซื้อของเก่า การรณรงค์ประชาสัมพันธ์เกี่ยวกับการป้องกันการโจรกรรมรถจักรยานยนต์ การติดตั้งกล้องวงจรปิดและการจัดทำเอกสารทะเบียนประวัติข้อมูลเกี่ยวกับรถจักรยานยนต์ที่ถูกโจรกรรม
This qualitative research aimed to determine the cause of theft of motorcycles and determine effective theft prevention measures for the Krathumbaen municipality, Samutsakorn. The researcher collected data from documents and depth interview. The research found that motorcycle theft occurred with high-end models as they are sought after and could be sold at a high price. One of the contributing factors to motorcycle theft was negligence by buyers, who are willing to purchase a stolen motorcycle at a reduced price than that of a legitimate seller and is very difficult to apprehend the thieves as investigators do not turn up many leads. Stolen motorcycles readily available and confirming vehicle registration with the Department of Transportation is very difficult, further enabling theft. The following solution is suggested to combat the problem. Random police checkpoints should be set up for the purpose of confirming vehicle registration and more in-depth and focused investigations into individuals and networks needs to be conducted. The swift arrest and prosecution to the fullest extent of the law will also help to curb the occurrence of this crime. Co-operation between various government sectors is also necessary to ensure success and training and education of students is essential.
