การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาการดำเนินงานระบบดูแลช่วยเหลือนักเรียนของโรงเรียน อำเภอสัตหีบ สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชลบุรี เขต 3 กลุ่มตัวอย่าง ได้แก่ ครู โรงเรียนในอำเภอสัตหีบ สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชลบุรี เขต 3 จำนวน 15 โรงเรียน ได้กลุ่มตัวอย่าง จำนวน 175 คน กำหนดขนาดกลุ่มตัวอย่างตามตารางของ เครจซี และ มอร์แกน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามชนิดมาตราส่วนประมาณค่า 5 ระดับ มีค่าความเชื่อมั่น เท่ากับ 0.932 สถิติที่ใช้ในการวิจัย ได้แก่ ค่าความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ทดสอบ สมมติฐานโดยใช้สถิติทดสอบที และทดสอบความแปรปรวนทางเดียว ผลการวิจัยพบว่า 1. การดำเนินงานระบบดูแลช่วยเหลือนักเรียนของโรงเรียน อำเภอสัตหีบ สังกัดสำนักงาน เขตพื้นที่การศึกษาประถมศึกษาชลบุรี เขต 3 โดยภาพรวมอยู่ในระดับมาก 2. การเปรียบเทียบการบริหารงานบุคคลของสถานศึกษาในอำเภอสัตหีบ สังกัดสำนักงาน เขตพื้นที่การศึกษาประถมศึกษาชลบุรี เขต 3 ตามความคิดเห็นของครู จำแนกตามเพศ ระดับการศึกษา และประสบการณ์ทำงาน โดยภาพรวมและรายด้านทุกด้าน พบว่า ไม่แตกต่างกัน 3. แนวทางการดำเนินงานระบบดูแลช่วยเหลือนักเรียนของโรงเรียน อำเภอสัตหีบ สังกัด สำนักงานเขตพื้นที่การศึกษาประถมศึกษาชลบุรี เขต 3 ผู้บริหารมีแผน/โครงการ/กิจกรรมที่ส่งเสริม และพัฒนานักเรียนครอบคลุมนักเรียนทุกกลุ่ม กำหนดทิศทางและกลยุทธ์การบริหารงานระบบดูแล ช่วยเหลือนักเรียนที่ขัดเจนและต่อเนื่อง มีการวางแผนการดำเนินงานร่วมกันอย่างเป็นระบบ ประชุม ชี้แจงครู ผู้ปกครอง มีความเข้าใจที่ตรงกัน และนำข้อมูลที่ได้มาพัฒนาระบบดูแลช่วยเหลือนักเรียนให้ เกิดประสิทธิภาพสูงสุด
The purpose of this research was to study the Implementation of the School's Student Support System in Sattahip District under Chonburi Primary Educational Service Area Office 3. The samples were 175 school teachers in Sattahip District, with determination of sample size Krejcie; & Morgan under Chonburi Primary Educational Service Area Office 3, 15 schools. The research tool was a questionnaire with a 5-level estimation scale with a reliability of 0.932. The statistics used in the research were frequency, Percentage, mean, standard deviation, t-test, and One-way ANOVA. The research results found that: 1. Implementation of the school's student support system in Sattahip District under Chonburi Primary Educational Service Area Office 3 in overall was at a high level. 2. Comparison of personnel management of educational institutions in Sattahip District under Chonburi Primary Educational Service Area Office 3, based on teachers' opinions, classified by gender, level of education, and work experience in overall and all aspects found no significant difference. 3. Guidelines for implementation of the school's student support system in Sattahip District under Chonburi Primary Educational Service Area Office 3: School administrators had a plan/project/activity that promotes and develops students across all groups of students, establish clear and ongoing student support system management directions and strategies, systematic joint operations are planned, teachers' meetings are planned, rules have a consistent understanding, and use the information obtained to develop the student support system for maximum efficiency.
