การศึกษานี้มีวัตถุประสงค์เพื่อศึกษาระดับการบริหารโดยใช้โรงเรียนเป็นฐานของผู้บริหาร โรงเรียน และเทียบเทียมการบริหารโดยใช้โรงเรียนเป็นฐานของผู้บริหารโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสมุทรปราการ จำแนกตามสถานภาพส่วนบุคคล กลุ่มตัวอย่างที่ใช้ในการวิจัย คือ ผู้บริหารโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสมุทรปราการ จำนวน 94 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามชนิดมาตราส่วนประมาณค่า 5 ระดับ มีค่าดัชนีความสอดคล้องระหว่าง 0.60-1 มีค่าความเชื่อมั่นเท่ากับ 0.99 สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบสมมติฐานโดยใช้การทดสอบที่ผลการวิจัยพบว่า 1\. การบริหารโดยใช้โรงเรียนเป็นฐานของผู้บริหารโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสมุทรปราการ โดยภาพรวมและรายด้านทุกด้านอยู่ในระดับมาก เรียงลำดับค่าเฉลี่ยจากมากไปน้อย ดังนี้ ด้านการตรวจสอบและการถ่วงดุล ด้านการคืนอำนาจการจัดการศึกษา ด้านการบริหารตนเอง และด้านการกระจายอำนาจ และด้านการมีส่วนร่วม ตามลำดับ 2\. ผลการวิเคราะห์เปรียบเทียบความคิดเห็นในการบริหารโดยใช้โรงเรียนเป็นฐานของผู้บริหารโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสมุทรปราการ จำแนกตามสถานภาพส่วนบุคคล พบว่า เพศและขนาดของโรงเรียนที่ต่างกัน มีการบริหารโดยใช้โรงเรียนเป็นฐานของผู้บริหารโรงเรียน ไม่แตกต่างกัน ประสบการณ์ในการปฏิบัติงานต่างกัน มีการบริหารโดยใช้โรงเรียนเป็นฐานของผู้บริหารโรงเรียน แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01
The purposes of this research were 1) to study the level of the school-based management of the school administrators, and 2) to compare the school-based management of the school administrators under the Samut Prakan Secondary Educational Service Area Office, classified by the personnel status. 94 school administrators under the Samut Prakan Secondary Educational Service Area Office were the samples of this research. The tool used to collect data was a 5-scale rating questionnaire having the item classification between 0.68-0.97. The reliability was 0.99. The statistics used to analyze the data were percentage, mean, standard deviation, t-test and F test (one way ANOVA). The results of this study proposed that: 1\. The school-based management of the school administrators under the Samut Prakan Secondary Educational Service Area Office was at a high level in every aspect, as follows: the checks and balance, the return of the educational management, the self-administration, the decentralization of the educational management, and participation, respectively. 2\. The results of the comparison of the opinions in the school-based management of the school administrators under the Samut Prakan Secondary Educational Service Area Office, classified by personal status were as follows: Classified according to gender and school size, the school-based management was not significant different, but found statistically significant difference at .01 level when classified by working experience.
