การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสภาพการบริหารเชิงกลยุทธ์และเพื่อศึกษาปัญหาและข้อเสนอแนะแนวทางการบริหารเชิงกลยุทธ์ในโรงเรียนบางบ่อวิทยาคม สังกัดสำนักงานเขตพื้นที่ การศึกษามัธยมศึกษา สมุทรปราการ กลุ่มตัวอย่าง คือ ข้าราชการครู จำนวน 108 คน จากสุ่มอย่างง่าย (Simple random sampling) โดยใช้ตารางของ เครจซี; และ มอร์แกน (Krejcie; & Morgan. 1970: 607-610) เครื่องมือที่ใช้เป็นแบบสอบถามมาตราส่วนประมาณค่า 5 ระดับ ค่าความเชื่อมั่น เท่ากับ .86 และ ค่าความเที่ยงตรง (IOC) ระหว่าง 0.80-1 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ($\bar{X}$ ) และส่วนเบี่ยงเบนมาตรฐาน (S.D.) ผลการวิจัย พบว่า 1\. สภาพการบริหารเชิงกลยุทธ์ในโรงเรียนบางบ่อวิทยาคม โดยภาพรวมอยู่ในระดับมาก เมื่อ พิจารณารายด้าน พบว่า อยู่ในระดับมากทุกด้าน 2\. ปัญหาการบริหารเชิงกลยุทธ์ในโรงเรียนบางบ่อวิทยาคม สังกัดสำนักงานเขตพื้นที่ การศึกษามัธยมศึกษา สมุทรปราการ มีปัญหาทั้ง 4 ด้าน ได้แก่ 1) ด้านการวิเคราะห์สภาพแวดล้อม ของโรงเรียน 2) ด้านการกำหนดกลยุทธ์ของโรงเรียน 3) ด้านการปฏิบัติตามกลยุทธ์ของโรงเรียน 4) ด้านการควบคุมและการประเมินตามกลยุทธ์ มีข้อเสนอแนะ ดังนี้ ควรมีการวิเคราะห์เพื่อจัดทำ โครงสร้างการบริหารงาน โดยกำหนดบทบาทหน้าที่ของบุคลากรให้เหมาะสมกับงาน นำปัญหาของ โรงเรียนมาวิเคราะห์ร่วมกัน กำหนดเป็นนโยบายหลักในการแก้ปัญหาอย่างจริงจัง ให้ทุกคนมีความรู้ ความเข้าใจไปในทิศทางเดียวกัน เน้นการมีส่วนร่วมของผู้มีส่วนเกี่ยวข้องทุกฝ่าย วิเคราะห์องค์กรใน ทุก ๆ ด้าน เพื่อให้ได้ข้อมูลที่ถูกต้องก่อนกำหนดกลยุทธ์ของโรงเรียน การปรึกษาหารือให้บ่อยครั้ง กว่าเดิม เพื่อเตรียมความพร้อมตลอดจนชี้ให้เห็นข้อดี ข้อเสียของการปฏิบัติตามกลยุทธ์ กำหนด ตัวชี้วัดเกณฑ์การควบคุม การประเมิน คณะทำงาน มาตรฐานแต่ละเรื่องให้ชัดเจน มีการประเมินกล ยุทธ์เป็นระยะๆ ทำอย่างจริงจังและต่อเนื่อง
The objectives of this research were to study strategic management conditions and to study the problems and guidelines for strategic management in Bang Bo Wittayakhom School under the Samutprakan Secondary Educational Service Area Office. The sample was 108 government teachers by simple random sampling using Krejcie; & Morgan tables (1970: 607-610). The instrument was a 5-level scale questionnaire with reliability .86 and the validity (IOC) between 0.80-1. The statistics for data analysis were frequency, percentage, mean ($\bar{X}$), Standard Deviation (S.D.) and content analysis. The results showed that: 1. The strategic management conditions in Bang Bo Wittayakhorn School in overall was at a high level. When considering each aspect found that at a high level in all aspects. 2. Problems of strategic management in Bang Bo Wittayakhom School under the Samutprakan Secondary Educational Service Area Office have 4 aspects: 1) School environment analysis; 2) School strategy formulation. 3) The implementation of the school's strategy and 4) Control and evaluation of the school's strategy for the guidelines as follows: there should be an analysis to create a management structure by set the roles and duties of personnel to suit the job, bring school problems to analyze together for set as the main policy to seriously solve problems for everyone to have knowledge and understanding in the same direction, focus the participation of all stakeholders analyze the organization in all aspects, to get the right information before formulating the school's strategy more frequent consultations to prepare as well as point out the advantages, disadvantages of strategic practice, clearly define indicators, control criteria, evaluation, working groups, and standards for each subject, periodic strategic evaluation seriously and continual.
