การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาและเปรียบเทียบการมีส่วนร่วมของประชาชนในการดำเนินงานขององค์การบริหารส่วนตำบลหาดทรายขาว อำเภอเชียงคาน จังหวัดเลย จำแนกตามเพศ กลุ่มตัวอย่างที่ใช้ในการศึกษาครั้งนี้ ได้แก่ ประชาชนที่มีสิทธิ์เลือกตั้งที่อาศัยอยู่ในเขตองค์การบริหารส่วนตำบลหาดทรายขาว อำเภอเชียงคาน จังหวัดเลย ในปี พ.ศ. 2556 จำนวน 320 คน เครื่องมือที่ใช้ในการศึกษาครั้งนี้เป็นแบบสอบถามแบบมาตราส่วนประมาณค่า 5 ระดับ มีค่าความเชื่อมั่นทั้งฉบับเท่ากับ .958 การวิเคราะห์ข้อมูลใช้โปรแกรมคอมพิวเตอร์สำเร็จรูป โดยหาค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และทดสอบสมมติฐานโดยใช้สถิติค่าที (t- -test แบบ Independent samples) ผลการวิจัย พบว่า 1. การมีส่วนร่วมของประชาชนในการดำเนินงานขององค์การบริหารส่วนตำบลหาดทรายขาว อำเภอเชียงคาน จังหวัดเลย ในภาพรวมอยู่ในระดับมาก เมื่อพิจารณารายด้าน พบว่า การมีส่วนร่วมของประชาชนในการดำเนินงานขององค์การบริหารส่วนตำบลหาดทรายขาว สูงสุดคือ ด้านร่วมควบคุมติดตามประเมินผล อยู่ในระดับมากที่สุด รองลงมาคือ ด้านร่วมพัฒนาและสร้างรูปแบบ อยู่ในระดับมาก ส่วนด้านที่มีระดับการมีส่วนร่วมของประชาชนในการดำเนินงานขององค์การบริหารส่วนตำบลหาดทรายขาว ต่ำสุด คือ ด้านร่วมตัดสินใจใช้ทรัพยากร อยู่ในระดับปานกลาง 2. ประชาชนที่มีเพศต่างกัน มีส่วนร่วมในการดำเนินงานขององค์การบริหารส่วนตำบลหาดทรายขาว อำเภอเชียงคาน จังหวัดเลย ในภาพรวมและทุกด้านไม่แตกต่างกัน คำสำคัญ การมีส่วนร่วม การดำเนินงานขององค์การบริหารส่วนตำบล
This research aimed to study and compare the publics participation in an operation of Hadsaikao Sub-district Administrative Organization, Chiang-Khan district, Loei province, classified by their gender. Samples included people who had the right to vote in the election and reside in the vicinity of Hadsaikao Sub-district, Chiang-Khan district, Loei province in the year of 2012. The tool used in this study was a 5-rating scale questionnaire which had a reliability of .958. Statistics used in data analysis composed of percentage, mean, Standard Deviation, and t-test. The result of the research were as follows 1. The publics participation in the operation of the Hadsaikao Sub-district Administrative Organization, Chiang-Khan district, Loei province in overall was at a high level. Considering each aspect found that the aspect of control, follow-up and evaluation had the highest mean, followed by the aspect of collaboration on development and platform construction which was at a high level. The lowest was the area of deciding to use the resources which was at a moderate level. 2. Gender had no influence on their participation in every aspect.
