การวิจัยครั้งนี้มีความมุ่งหมายเพื่อศึกษาคุณลักษณะอันพึงประสงค์ของผู้บริหารสถานศึกษายุคปฏิรูปการศึกษาทศวรรษที่สองตามความคิดเห็นของข้าราชการครูและบุคลากรทางการศึกษาของโรงเรียนในอำเภอบางบ่อ สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสมุทรปราการ เขต 2 กลุ่มตัวอย่าง คือ ข้าราชการครู จำนวน 209 คน บุคลากรทางการศึกษา จำนวน 119 คน รวมจำนวน 328 คน เครื่องมือที่ใช้ในการรวบรวมข้อมูล ได้แก่ แบบสอบถามมาตราส่วนประมาณค่า 5 ระดับ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการทดสอบค่าที (t-test) ผลการวิจัยพบว่า การศึกษาคุณลักษณะอันพึงประสงค์ของผู้บริหารสถานศึกษายุคปฏิรูปการศึกษาทศวรรษที่สองตามความคิดเห็นของข้าราชการครูและบุคลากรทางการศึกษาของโรงเรียนในอำเภอบางบ่อ สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสมุทรปราการ เขต 2 โดยรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านที่มีระดับความคิดเห็นอันดับแรก คือ ด้านบุคลิกภาพ อยู่ในระดับมากที่สุด รองลงมาคือ ด้านคุณลักษณะความเป็นผู้นำ และด้านคุณลักษณะทางวิชาชีพ อยู่ในระดับมาก
This research aimed to study the desirable characteristics of school administrators in two decades of education reforms according to opinions of 209 teachers and 119 educational personnel of schools in Bang Bo district under the Office of Samutprakan Primary Educational Service Area 2. The research instrument was a 5-scale rating questionnaire. Statistics used for analyzing data composed of percentage, mean, Standard Deviation, and t-test. The research result revealed as follows: The desirable characteristics of the school administrators in two decades of education reforms according to the opinions of the teachers and educational personnel in an overall was at a high level. Considering each aspect, it was found that a personality aspect was at the highest level, the other two aspects were at high level as follows: a leadership aspect and a professional aspect, respectively.
