การศึกษาครั้งนี้มีความมุ่งหมายเพื่อศึกษาการบริหารงานตามหลักธรรมาภิบาลของผู้บริหารโรงเรียนจ่าอากาศ ประชากรที่ใช้ในการวิจัย คือ ข้าราชการ ลูกจ้าง พนักงานราชการโรงเรียนจ่าอากาศ รวมทั้งสิ้น 424 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามเกี่ยวกับการบริหารตามหลักธรรมาภิบาลของผู้บริหารโรงเรียนจ่าอากาศ การวิเคราะห์ข้อมูลใช้ค่าความถี่ (frequency) ค่าร้อยละ (percentage) ค่าเฉลี่ย (µ) ส่วนเบี่ยงเบนมาตรฐาน () และการวิเคราะห์เนื้อหา (content analysis) ผลการวิจัยพบว่า 1. การบริหารงานตามหลักธรรมาภิบาลของผู้บริหารโรงเรียนจ่าอากาศ โดยภาพรวมและรายด้านอยู่ในระดับมาก ทั้ง 6 ด้าน เรียงลำดับจากมากไปน้อยสามลำดับ คือ ด้านหลักการมีส่วนร่วม ด้านหลักคุณธรรม และ ด้านหลักนิติธรรม 2. แนวทางการพัฒนาการบริหารงานตามหลักธรรมาภิบาลของผู้บริหารโรงเรียน จ่าอากาศ หลักการมีส่วนร่วม ควรให้ผู้มีส่วนเกี่ยวข้องทุกฝ่ายทั้งผู้บริหาร ข้าราชการ ลูกจ้างและพนักงานราชการมีส่วนร่วมในการกำหนดวิสัยทัศน์ วางแผน และร่วมกันปฏิบัติอย่างจริงจัง หลักคุณธรรม ควรจัดการอบรมคุณธรรมจริยธรรมให้ผู้บริหาร ข้าราชการ ลูกจ้าง และพนักงานราชการ ปีละ 1 ครั้งเพื่อสร้างความตระหนักที่จะทำงานด้วยความซื่อสัตย์ สุจริต หลักนิติธรรม ควรพัฒนาผู้บริหาร ข้าราชการ ลูกจ้าง และพนักงานราชการให้มีความรู้ด้านกฎหมาย ระเบียบ ข้อบังคับ ควรมีมาตรการการลงโทษผู้กระทำผิดวินัย และปูนบำเหน็จความชอบแก่ผู้ทำความดี หลักความโปร่งใส ควรตั้งคณะกรรมการตรวจสอบการบริหารงาน และเผยแพร่ข้อมูลข่าวสารสู่สาธารณชนอย่างสม่ำเสมอ หลักความคุ้มค่า ควรใช้ทรัพยากรทางการศึกษาให้เกิดประโยชน์สูงสุดและยึดความต้องการของนักเรียนเป็นสำคัญ หลักความรับผิดชอบ ผู้บริหาร ข้าราชการ ลูกจ้างและพนักงานราชการควรกล้ารับผิดชอบผลการกระทำของตน
The objective of this research was to study the principles of good governance implementation of school administrators in the Air Technical Training School (ATTS).The population of the study was totally 424 personnel of the ATTS. The instrument used for collecting data was a set of questionnaire. The statistics used were frequency, percentage, mean, standard deviation, and content analysis. The results of the study were as follows 1. Overall the ATTS’s administrators implemented the 6 principles of good governance in administering the school at high level; the top three intense levels were participation, morality, and the rule of law, respectively. 2. The principles of good governance should be implemented for the ATTS’s administration as follows; 1) Participation-Ensuring that the vision, mission, goals, and strategic objectives of the ATTS are determined in a participatory manner by all relevant parties, while practice should be cooperatively performed. 2) Morality-The ATTS’s personnel should be honest and firm in his/her moral principles which should be derived by arranging morality training once a year. 3) The rule of law- all ATTS’s personnel should have legal knowledge, such as law and regulations. The legal frameworks should be fair and enforced impartially. The rewarding positive reinforcement and punishing negative reinforcement should be used impartially. 4) Transparency- school committee is needed to audit the school affair, while the school affair should be disseminated to the public regularly. 5) Cost-Effectiveness- all resources should be utilized at the highest capacity and based on the student need. 6) Responsibility- Personnel should be responsible for their particular performing.
