การศึกษาครั้งนี้มีความมุ่งหมายเพื่อศึกษาการบริหารงานคุณภาพลูกเสือในโรงเรียนสหวิทยาเขตสุวรรณภูมิปราการ จังหวัดสมุทรปราการ โดยศึกษาจากกลุ่มตัวอย่างที่เป็นครูของสถานศึกษาระดับมัธยมศึกษาในโรงเรียนสหวิทยาเขตสุวรรณภูมิปราการ จังหวัดสมุทรปราการ จำนวน 226 คน ด้วยการใช้แบบสอบถามเกี่ยวกับการบริหารงานคุณภาพลูกเสือในโรงเรียนสหวิทยาเขตสุวรรณภูมิปราการ จังหวัดสมุทรปราการ ตามแนวการจัดกิจกรรมคุณภาพลูกเสือในสถานศึกษา สำนักงานลูกเสือ ยุวกาชาดและกิจการนักเรียน 2551 ใน 4 ด้าน คือ ด้านลูกเสือ ด้านผู้บริหาร ด้านผู้กำกับลูกเสือ และด้านมวลการจัดกิจกรรมลูกเสือ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการทดสอบค่าที (t-test ) โดยนำไปทดลองสอบถาม (Try-out) กับประชากรที่ไม่ใช่กลุ่มตัวอย่าง จำนวน 20 คน เพื่อหาค่าสัมประสิทธิ์สหสัมพันธ์แอลฟา (Alpha Coefficient) ตามวิธีของครอนบาค (Cronbach) ได้ค่าความเชื่อมั่นทั้งฉบับเท่ากับ .94 ผลการวิจัยพบว่า 1. ด้านลูกเสือมีการปฏิบัติในระดับมาก ( = 3.65, S.D. = 0.49) ด้านผู้บริหารมีการปฏิบัติอยู่ระดับมาก ( = 4.04, S.D. = 0.45) ด้านผู้กำกับลูกเสือมีการปฏิบัติอยู่ในระดับมาก ( = 3.81, S.D. = 0.39) และด้านมวลการจัดกิจกรรมลูกเสือ พบว่า มีการปฏิบัติอยู่ในระดับมาก ( = 3.81, S.D. = 0.46) 2. การเปรียบเทียบค่ามัชฌิมเลขคณิตของการบริหารงานคุณภาพลูกเสือในโรงเรียน สหวิทยาเขตสุวรรณภูมิปราการ จังหวัดสมุทรปราการ ที่มีเพศแตกต่างกัน โดยรวม แตกต่างกันอย่างสำคัญทางสถิติที่ระดับ .01 ได้แก่ ด้านคุณภาพลูกเสือ ด้านคุณภาพผู้บริหาร ด้านคุณภาพผู้กำกับลูกเสือ ด้านคุณภาพมวลการจัดกิจกรรมลูกเสือ 3. การเปรียบเทียบค่ามัชฌิมเลขคณิตการบริหารงานคุณภาพลูกเสือในโรงเรียนสหวิทยาเขตสุวรรณภูมิปราการ จังหวัดสมุทรปราการ ที่มีวุฒิทางลูกเสือต่างกันมีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 4. ประเด็นปัญหา อุปสรรคและแนวทางแก้ไขหรือแนวทางการการบริหารงานคุณภาพลูกเสือในโรงเรียนสหวิทยาเขตสุวรรณภูมิปราการ จังหวัดสมุทรปราการ ทั้ง 4 ด้าน ได้แก่ 1) ควรให้การสนับสนุนส่งเสริมให้ผู้ใต้บังคับบัญชาเข้ารับการอบรมเกี่ยวกับการเรียนการสอนกิจกรรม 2) ให้ผู้กำกับลูกเสือ นักเรียนเข้าใจในนโยบายและวัตถุประสงค์ของหลักสูตรกิจกรรมลูกเสืออย่างสม่ำเสมอ
The purposes of this study were investigate the quality management of scout in the schools in Suvarnabhumiprakan joint campus area, Samutprakan province. The samples included 226 teachers of secondary schools in Suvarnabhumiprakan joint campus area, using the questionnaire about quality activities of scouts in education facilities, scout office, red cross youth, and student affairs in 2009 in 4 aspects including the scout, the administrator, the director of the scout, and organization of scout mass activities. The statistics used in data analysis were frequency, percentage, mean, standard deviation and t-test. The try-out was undertaken with the experimental group of 20 people to find the correlation coefficient alpha by means of the Cronbach, obtaining the reliability of administration and management of the four aspects as 0.94. The results revealed that 1. High level of practice were found in the aspects of scout ( = 3.65, SD = 0.49), the administrator ( = 4.04, SD = 0.45), the director of scout ( = 3.81, SD. = 0.39) and the organization of scout mass activities ( = 3.81, SD = 0.46). 2. Comparison of Arithmetic means of the quality management in schools in Suvarnabhumiprakan joint campus area showed gender differences in overall with statistical significance of .01 in the aspects of scout, administrators, director of scout, and organization of scout mass activities. 3. Comparison of arithmetic means of the quality management in schools in Suvarnabhumiprakan joint campus area showed differences in scout qualifications with statistical significance of .01. 4. Problem issues, constraints, and solutions or approaches to quality management of scout in schools in Suvarnabhumiprakan joint campus area in the 4 aspects were as follows 1) providing support for the subordinates to attend the training on instruction of activities, 2) promoting the director of scout and students to understand the policies and objectives of the scout activities program on a regular basis.
