การวิจัยครั้งนี้มีความมุ่งหมายเพื่อศึกษาสภาพปัญหาการดำเนินการประกันคุณภาพภายในโรงเรียนขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสมุทรปราการ เขต 2 ประชากรที่ศึกษา คือ ผู้อำนวยการโรงเรียน ข้าราชการครู และประธานคณะกรรมการสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสมุทรปราการ เขต 2 จำนวน 114 คน เครื่องมือที่ใช้ในการรวบรวมข้อมูล ได้แก่ แบบสอบถามมาตราส่วนประมาณค่า 5 ระดับ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า สภาพปัญหาการดำเนินการประกันคุณภาพภายในโรงเรียนขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสมุทรปราการ เขต2 ภาพรวมมีสภาพปัญหาอยู่ในระดับปานกลาง (µ = 2.79) เมื่อพิจารณาเป็นรายด้าน พบว่า มีปัญหาอยู่ในระดับปานกลางทุกด้าน ดังนี้ การจัดระบบบริหารและสารสนเทศ (µ = 2.71) การกำหนดมาตรฐานการศึกษาของสถานศึกษา (µ = 2.61) การจัดทำแผนพัฒนาสถานศึกษาที่มุ่งเน้นคุณภาพการศึกษา (µ = 2.87) การดำเนินงานตามแผนพัฒนาคุณภาพการศึกษา (µ = 2.84) การตรวจสอบและทบทวนคุณภาพการศึกษา (µ = 2.88) การประเมินคุณภาพการศึกษาตามมาตรฐานที่กำหนด (µ = 2.75) การรายงานคุณภาพการศึกษาประจำปี (µ = 2.78) และการพัฒนาคุณภาพการศึกษาอย่างต่อเนื่อง (µ = 2.87)
The purpose of this study was to study state and problem of the operation on internal quality assurance in small schools under Samutprakan Primary Educational Service Area Office 2. The population included 114 school administrators, teachers, and chairman of the board of education, in small-sized schools under Samutprakan Primary Educational Service Area Office 2. The instrument for collecting information was a 5-point rating scale questionnaire. Statistics used to analyze the data were frequency, percent, Arithmetic mean, and Standard Deviation. The research result revealed that a problem of the operation on internal quality assurance in small-sized schools under Samutprakan Primary Educational Service Area Office 2 was at a moderate level (µ = 2.79). Considering each aspect, it was also found the problem was at a moderate level in all aspects, as follows the information management system (µ = 2.71), development of education standard (µ = 2.61), the development plan for education (µ = 2.87), the quality of the education development plan (µ = 2.84), monitoring and reviewing the quality of education (µ = 2.88), assessing the quality of education (µ = 2.75), the quality of annual reports (µ = 2.78), and contionuously improving the quality of education (µ = 2.87).
