การวิจัยครั้งนี้มีความมุ่งหมายเพื่อศึกษาและเปรียบเทียบการดำเนินการจัดซื้อจัดจ้างตามระเบียบสำนักนายกรัฐมนตรี ว่าด้วยการพัสดุ พ.ศ. 2535 ของสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครราชสีมา เขต 7 จำแนกตามตำแหน่ง ประสบการณ์ในการทำงาน และขนาดสถานศึกษา กลุ่มตัวอย่างที่ใช้ในการศึกษาครั้งนี้เป็นผู้บริหารสถานศึกษาและครูที่รับผิดชอบงานพัสดุ สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครราชสีมา เขต 7 เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล ได้แก่ แบบสอบถามแบบมาตราส่วนประมาณค่า 5 ระดับ สถิติที่ใช้วิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน t-test และ F test ผลการศึกษาพบว่า 1. สถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครราชสีมา เขต 7 มีการดำเนินการจัดซื้อจัดจ้างตามระเบียบสำนักนายกรัฐมนตรี ว่าด้วยการพัสดุ พ.ศ. 2535 โดยภาพรวมอยู่ในระดับมาก มีการดำเนินการจัดซื้อจัดจ้างโดยวิธีสอบราคา วิธีพิเศษ วิธีประกวดราคา วิธีตกลงราคา และวิธีกรณีพิเศษ จากมากไปหาน้อย ตามลำดับ 2. ผู้บริหารและครูที่รับผิดชอบงานพัสดุ ในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครราชสีมา เขต 7 มีการดำเนินการจัดซื้อจัดจ้าง โดยภาพรวมและรายด้าน ไม่แตกต่างกัน 3. ผู้บริหารและครูที่รับผิดชอบงานพัสดุ ในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครราชสีมา เขต 7 ที่มีประสบการณ์ในการทำงานต่างกัน มีการดำเนินการจัดซื้อจัดจ้าง โดยภาพรวมและรายด้าน ไม่แตกต่างกัน 4. ผู้บริหารและครูที่รับผิดชอบงานพัสดุ ในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครราชสีมา เขต 7 ที่ปฏิบัติหน้าที่ในสถานศึกษาที่มีขนาดต่างกัน มีการดำเนินการจัดซื้อจัดจ้าง โดยภาพรวมแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ยกเว้น วิธีสอบราคา วิธีพิเศษ ไม่แตกต่างกัน
The objectives of this research were to study and compare the procurement according to the Prime Minister on Procurement B.E. 2535 of Basic Education, Nakhon-ratchasima Educational Service Area Office 7, classified by samples’ position, working experience and size of school. Samples used in this study included school administrators and teachers responsible for the procurement in the schools under Nakhonratchasima Educational Service Area Office 7 in total 230 persons. A research instrument was a 5-rating scale questionnaire. Statistic used in data analysis composed of percentage, mean, Standard Deviation, t-test, and F test. Findings revealed as follows 1. Basic education under Nakhonratchasima Educational Service Area Office 7 was to implement the procurement according to the Prime Minister B.E. 2535 on the package as a whole was at a high level. Procurement conducted by a price inquiry method, a special method, an auction method, a price agreeing method, and a special care method, respectively. 2. Administrators and teachers who were responsible for the procurement, either as a whole or each aspect was not significant different. 3. Administrators and teachers who were responsible for the procurement with different experiences either as a whole or each aspect was not significant different. 4. Administrators and teachers who were responsible for the procurement with different school size as a whole was significant different at .05 level, but had no significantly difference in the price inquiry method and the special method.
