การวิจัยครั้งนี้ มีความมุ่งหมายเพื่อศึกษาการบริหารจัดการระบบดูแลช่วยเหลือนักเรียน ในโรงเรียนสังกัดเทศบาลเมืองร้อยเอ็ด จังหวัดร้อยเอ็ด กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ ผู้บริหาร จำนวน 112 คน ครู จำนวน 64 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามแบบมาตราส่วนประมาณค่า มีค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.94 วิเคราะห์ข้อมูลโดยใช้โปรแกรมคอมพิวเตอร์สำเร็จรูป สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการศึกษาพบว่า 1. การบริหารจัดการระบบดูแลช่วยเหลือนักเรียนโรงเรียนสังกัดเทศบาลเมืองร้อยเอ็ด จังหวัดร้อยเอ็ด โดยภาพรวมและรายด้านทุกด้าน พบว่า อยู่ในระดับมาก 2. ผลการบริหารจัดการระบบดูแลช่วยเหลือนักเรียนตามความคิดเห็นของกลุ่มตัวอย่างจำแนกตามตำแหน่งงาน ในส่วนผู้บริหาร พบว่า มีความคิดเห็นอยู่ในระดับมาก และในส่วนครู พบว่า มีความคิดเห็นอยู่ในระดับมากเช่นกัน 3. ข้อเสนอแนะสำหรับการบริหารจัดการระบบดูแลช่วยเหลือนักเรียนตามความคิดเห็นของผู้บริหารและครูในโรงเรียนสังกัดเทศบาลเมืองร้อยเอ็ด จังหวัดร้อยเอ็ด ใน 4 ด้าน ดังนี้ สถานศึกษาควรจัดสรรงบประมาณตามแผนงานและโครงการระบบดูแลช่วยเหลือนักเรียนให้เพียงพอต่อการดำเนินงาน ควรศึกษาข้อมูลตัวบุคคล สังคม ภูมิประเทศ ประเพณี ความเชื่อของท้องถิ่นเพื่อการวางแผนดำเนินงาน ควรศึกษาปัญหาของนักเรียนในทุกๆ ด้านก่อนดำเนินโครงการ ควรจัดทำระเบียนสะสมของนักเรียนทุกคนให้ครบถ้วนและเป็นปัจจุบัน ผู้บริหารควรให้คณะครูมีส่วนร่วมในการประเมินผลระบบดูแลช่วยเหลือนักเรียน ควรนิเทศ กำกับ ติดตามการบริหารจัดการระบบดูแลช่วยเหลือนักเรียนให้มากกว่าที่เป็นอยู่ ควรเอาใจใส่ ให้ขวัญกำลังใจและเป็นผู้นำในการกำกับติดตาม และควรให้ผู้ปกครองมีส่วนร่วมในการประเมินผลระบบดูแลช่วยเหลือนักเรียน
This research aims to study the management of care system and helping students in schools under Roi-Et Municipality, Roi-Et Province. The samples used in this study were 112 administrators and 64 teachers. Tool used to collect data was a 5-rating scale questionnaire with confidence value equal 0.94. Data were analyzed by using the computer program. The statistics used in data analysis were frequency, percentage, average, and Standard Deviation. The results showed that: 1. The management of care system in the schools under Roi-Et Municipality, Roi-Et Province in every aspect was at a "high" level. 2. Results of the student care system management according to the administrators' and teachers' opinions found that both positions had their opinions in "high" level. 3. Suggestions for the management of student care system are that; school should be allocated to plans and the project of student care system enough for the operation; should study individual information, social, geography, tradition, local belief for operation planning; should study students' problem in all parts before operating the project; should update the cumulative records of all students; the administrator should provide teachers be involved in the evaluation of the care system, supervision, control, tracking the care system than it is; caring, encourage and be leadership in tracking and should provide the students' parent be involved in the evaluation of the care system.
