การวิจัยครั้งนี้ มีความมุ่งหมายเพื่อศึกษาสภาพการดำเนินงานนิเทศภายในตามความคิดเห็นของผู้บริหารและครูในโรงเรียนสังกัดเทศบาลเมืองร้อยเอ็ด จังหวัดร้อยเอ็ด กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ ผู้บริหารและครู จำนวน 152 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามแบบมาตราส่วนประมาณค่า 5 ระดับ มีค่าความเชื่อมั่นเท่ากับ .89 วิเคราะห์ข้อมูลโดยใช้โปรแกรมคอมพิวเตอร์ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการศึกษา พบว่า 1. ผลการดำเนินงานนิเทศภายในตามความคิดเห็นของผู้บริหารและครูในโรงเรียนสังกัดเทศบาลเมืองร้อยเอ็ด จังหวัดร้อยเอ็ด โดยภาพรวม พบว่า อยู่ในระดับมาก ทั้งภาพรวมและรายด้านทุกด้าน 2. ผลการดำเนินงานนิเทศภายในตามความคิดเห็นของบุคลากร จำแนกตามตำแหน่งงาน ทั้งในตำแหน่งผู้บริหารและครู พบว่า มีความคิดเห็นอยู่ในระดับมาก 3. ข้อเสนอแนะ เกี่ยวกับแนวทางการดำเนินงานนิเทศภายใน มีดังนี้ ควรให้อิสระในการทำงานให้สำเร็จตามเป้าหมาย จัดให้ครูได้สอนได้ทำงานตามความรู้ความสามารถ ควรสนับสนุนให้ครูได้ใช้กระบวนการวิจัยเพื่อพัฒนาปรับปรุงการสอนของตนเองอย่างต่อเนื่อง ควรจัดให้มีการประชุมสัมมนาเพื่อพัฒนาความรู้ความสามารถให้แก่คณะครูตามความต้องการและอย่างสม่ำเสมอ ควรส่งเสริมให้มีกิจกรรมที่ทำร่วมกันบ่อยๆ เพื่อให้ทีมงานได้ช่วยเหลือและร่วมมือกันทำงาน และทีมงานควรให้การยอมรับในบทบาทหน้าที่ ยอมรับความคิดเห็นของผู้อื่นอย่างจริงใจ และควรจัดสรรงบประมาณในการสร้างขวัญและกำลังใจแก่ครูอย่างเพียงพอ
This research aims to study the operation on internal supervision as perceived by administrators and teachers in schools under Roi-Et Municipality, Roi-Et Province. The samples were the administrators and teachers amount 152 persons. Tool used to collect data was a 5-rating scale questionnaire with a reliability of .89. Data were analyzed by using the computer program. The statistics used in data analysis were frequency, percentage, average, and Standard Deviation. The results showed that: 1. The internal supervision according to the opinions of the administrators and teachers in schools under Roi-Et Municipality, Roi-Et province was at a "high" level every aspect. 2. Both administrators and teachers had their opinions on the internal supervision opinion on the school at high level. 3. Suggestions on guideline of the operation on internal supervision are as follows: should give the freedom to work to accomplish the goals; provide teachers to teach or work by knowledge and ability; should support teachers to use the process of research to continue developing and improving their teaching; should arrange a symposium to develop knowledge and ability for teachers by their needs and regularly; should support teachers to do an activity together for teamwork; should accept their own roles and position, accepted opinions of the others with sincerely; and should be allocated enough budget to support teachers.
