การวิจัยครั้งนี้ มีความมุ่งหมายเพื่อศึกษาความคิดเห็นของผู้ปกครองต่อการบริหารโดยใช้โรงเรียนเป็นฐานในโรงเรียนสังกัดเทศบาลเมืองร้อยเอ็ด จังหวัดร้อยเอ็ด กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ ผู้ปกครองนักเรียน จำนวน 352 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามแบบมาตราส่วนประมาณค่า 5 ระดับ มีค่าความเชื่อมั่นเท่ากับ .84 วิเคราะห์ข้อมูลโดยใช้โปรแกรมคอมพิวเตอร์ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการศึกษาพบว่า 1. ผลการบริหารโดยใช้โรงเรียนเป็นฐานตามความคิดเห็นของผู้ปกครองในโรงเรียนสังกัดเทศบาลเมืองร้อยเอ็ด จังหวัดร้อยเอ็ด โดยภาพรวม พบว่า การบริหารโดยใช้โรงเรียนเป็นฐานในโรงเรียนสังกัดเทศบาลเมืองร้อยเอ็ด อยู่ในระดับมาก ทั้งภาพรวมและรายด้านทุกด้าน 2. ผลตามความคิดเห็นของผู้ปกครอง จำแนกตามอาชีพ ได้แก่ อาชีพรับราชการหรือพนักงานรัฐวิสาหกิจ อาชีพธุรกิจส่วนตัวหรือค้าขายและอื่นๆ และอาชีพเกษตรกรหรืออื่นๆ พบว่า มีความคิดเห็นต่อการบริหารโดยใช้โรงเรียนเป็นฐาน อยู่ในระดับมาก ทั้งภาพรวมและรายด้านทุกด้าน 3. ข้อเสนอแนะของผู้ปกครองต่อการบริหารโดยใช้โรงเรียนเป็นฐานในโรงเรียนสังกัดเทศบาลเมืองร้อยเอ็ด จังหวัดร้อยเอ็ด มีดังนี้ โรงเรียนควรมีการส่งเสริมสนับสนุนให้ใช้แหล่งเรียนรู้ทั้งในและนอกสถานศึกษาในการจัดการเรียนรู้ของนักเรียน เพื่อให้นักเรียนได้ค้นหาสิ่งใหม่ๆ และเกิดความสุขในการเรียนมากขึ้น โรงเรียนควรมีการจัดสรรงบประมาณภายในสถานศึกษาอย่างโปร่งใสและตรวจสอบได้ และโรงเรียนควรจัดโครงการสร้างสัมพันธ์อันดีระหว่างโรงเรียนกับชุมชน
This research aims to study the opinions of the parents to the administration by using school-based management in schools under Roi-Et Municipality, Roi-Et province. The sample group used in this study were the parents of students amount 352 people. Tool used to collect data was a 5-rating scale questionnaire with a reliability of 0.84. Data were analyzed by using the computer program. The statistics used in data analysis were frequency, percentage, average, and Standard Deviation. The results showed that: 1\. Results of the administration by using the school base according to the opinions of the parents in schools under Roi-Et Municipality, Roi-Et province found at a high level in all 4 aspects. 2\. Results of the parents' opinions, classified by their careers: work with the government or state enterprise employees, own business, agriculture or the others, found at high level in all 4 aspects. 3\. Their suggestions are as follows: school should support to use the learning resources both inside and outside school in order to help the student learning new things and feel more happy to study; school should have budget allocation with transparency and verifiable; and school should have a project to make the good relationship between school and community.
