งานวิจัยเรื่องปัญหาการดำเนินงานประกันคุณภาพการศึกษาเพื่อรับการประเมินภายนอกรอบสามของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชลบุรี เขต 1 อำเภอบ้านบึง จังหวัดชลบุรี มีความมุ่งหมายเพื่อศึกษาและเปรียบเทียบปัญหาในการดำเนินงานการประกันคุณภาพการศึกษา ประชากรที่ใช้ในการศึกษาครั้งนี้ คือ ผู้บริหารโรงเรียนและครูผู้สอนที่มีความรู้และประสบการณ์ทางด้านการประเมินคุณภาพ รวมทั้งสิ้น 270 คน กลุ่มตัวอย่าง จำนวนทั้งสิ้น 161 คน แยกเป็นผู้บริหารโรงเรียน จำนวน 26 คน และครูผู้สอน จำนวน 135 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถาม ซึ่งใช้ในการเปรียบเทียบเพศ อายุ วุฒิการศึกษา ตำแหน่ง ระยะเวลาการทำงาน และขนาดของสถานศึกษากับปัจจัยสภาพการดำเนินงานประกันคุณภาพ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ สถิติ t-test, F test และการเปรียบเทียบรายคู่โดยใช้วิธีการ Scheffe ผลการวิจัยพบว่า 1. ระดับปัญหาการดำเนินงานประกันคุณภาพการศึกษาเพื่อรับการประเมินภายนอกรอบสามของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชลบุรี เขต 1 อำเภอบ้านบึง จังหวัดชลบุรี โดยภาพรวมมีปัญหาอยู่ในระดับปานกลาง 2. เพศที่แตกต่างกันส่งผลต่อความคิดเห็นต่อปัญหาการดำเนินงานประกันคุณภาพการศึกษาเพื่อรับการประเมินภายนอกรอบสามในด้านการควบคุมคุณภาพการศึกษาและด้านการตรวจสอบทบทวนและปรับปรุงคุณภาพการศึกษา แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 3. อายุที่แตกต่างกันส่งผลต่อความคิดเห็นต่อปัญหาการดำเนินงานประกันคุณภาพการศึกษาเพื่อรับการประเมินภายนอกรอบสาม แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 4. วุฒิการศึกษา ตำแหน่งหน้าที่ และระยะเวลาในการทำงาน ส่งผลต่อความคิดเห็นของกลุ่มตัวอย่างต่อปัญหาการดำเนินงานประกันคุณภาพการศึกษาเพื่อรับการประเมินภายนอกรอบสาม โดยภาพรวมและรายด้าน ไม่แตกต่างกัน 5. ระดับปัญหาการดำเนินงานประกันคุณภาพการศึกษาเพื่อรับการประเมินภายนอกรอบสาม จำแนกตามขนาดโรงเรียน โดยภาพรวมและรายด้านแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05
This research aimed to study the problems in an operation of the quality assurance and comparison of the operation according to samples opinions. The samples included 26 school administrators and 135 teacher under the Office of Chonburi Primary Educational Service Area 1, which were random from 270 population. Statistics used for analyzing data composed of t-test, F test, and paired comparison analysis by using Scheffe's method. Each hypothesis was tested using data collected by questionnaire from the samples. It was found that; 1. The level of quality assurance operation problems to have evaluated by the third external assurance of schools under the Office of Chonburi Primary Educational Service Area 1 in an overall was at a moderate level. 2. Male had an opinion of a level of the quality assurance operation problems in the aspect of quality inspection and the aspect of review and improvement higher than females opinion at the .05 level of significance. 3. Different age affected to the opinion of the operation of the quality assurance of the third-round assessment at the .05 level of significance. 4. Education, position, and duration of their work had no influence on the opinion of the operation of the quality assurance of the third-round assessment. 5. The problem of the operation of the quality assurance of the third-round assessment in an overall and each aspect had a different level of perception at the .05 level of significance.
