การวิจัยครั้งนี้ มีความมุ่งหมายเพื่อศึกษารูปแบบวิธีคิดของผู้บริหารสถานศึกษาต่อการบริหารจัดการโรงเรียน ในสังกัดกรมส่งเสริมการปกครองท้องถิ่น 3 จังหวัดชายแดนภาคใต้ โดยใช้แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ (frequency) ร้อยละ ค่ามัชฌิมเลขคณิต (mean) และส่วนเบี่ยงเบนมาตรฐาน (standard deviation) ค่าความเชื่อมั่น (reliability) ของแบบสอบถาม โดยวิธีหาค่าสัมประสิทธิ์แอลฟา (-coefficient) ของ Cronbach ใช้สถิติทดสอบสมมติฐานด้วยค่าที (t-test) แบบ independent คำนวณหาค่าสัมประสิทธิสหสัมพันธ์ (correlation coefficient) ผลการวิจัย พบว่า 1. รูปแบบวิธีคิดของผู้บริหารสถานศึกษา ในภาพรวมมีความสัมพันธ์กับคุณภาพการบริหารจัดการโรงเรียน ในสังกัดกรมส่งเสริมการปกครองท้องถิ่น 3 จังหวัดชายแดนภาคใต้ อย่างมีนัยสำคัญทางสถิติที่ระดับ .001 2. คุณภาพของสถานศึกษาในมุมมองของผู้บริหารเห็นว่า คุณภาพด้านความประพฤติปฏิบัติตามจรรยาบรรณวิชาชีพของครูมีค่าเฉลี่ยสูงที่สุด ได้ค่าคะแนนอยู่ในระดับมาก รองลงมา คือ ผู้บริหารประพฤติปฏิบัติตามจรรยาบรรณวิชาชีพ ได้ค่าคะแนนอยู่ในระดับมาก อันดับสาม คือ บริหารจัดการด้วยหลัก ธรรมาภิบาล ยึดระเบียบกฎหมาย คุณธรรม ความโปร่งใส การมีส่วนร่วมความรับผิดชอบ และความคุ้มค่า ได้ค่าคะแนนอยู่ในระดับมาก ส่วนประเด็นเกี่ยวกับการมีศูนย์วัฒนธรรมชุมชนในโรงเรียนสำหรับเผยแพร่และสะท้อนวิถีชีวิตของท้องถิ่นได้คะแนนน้อยที่สุด ซึ่งได้ค่าคะแนนอยู่ในระดับปานกลาง 3. ข้อเสนอแนะการจัดการศึกษาของโรงเรียนในสังกัดกรมส่งเสริมการปกครองท้องถิ่น 3 จังหวัดชายแดนภาคใต้ ได้แก่ การปฏิรูปการเรียนรู้ผู้บริหารทุกระดับต้องเห็นความสำคัญ การกระจายอำนาจภายในสถานศึกษาต้องเสมอภาคเท่าเทียม การประกันคุณภาพควรมีการติดตามอย่างต่อเนื่องเป็นระบบ การพัฒนาบุคลากรควรจัดอบรมให้มากขึ้น การระดมทรัพยากรและการลงทุนทางการศึกษา บุคลากรทุกส่วนควรให้ความร่วมมือในการจัดโครงการต่างๆ ส่วนการใช้เทคโนโลยีสารสนเทศ อุปกรณ์เครื่องมือเครื่องใช้ต้องเพียงพอ
This research aimed to study thinking model of administrators for school administration in 3 border provinces under Department of Local Administration by using a questionnaire. The statistics used to analyze data composed of frequency, percentage, mean, Standard Deviation, reliability to find -Coefficient of Cronbach, independent t-test, and correlation coefficient. The results revealed that 1. Thinking model of school administrators for school administration in 3 border provinces under Department of Local Administration was related with the school administration quality in general significantly at alpha .01. 2. The best school quality of the administrators view was about teachers which the good performed in accordance with professional ethics. Secondly was about the administrators which also had a good performed in accordance with professional ethics. Thirdly was good governance operation as the law, regulations, morality, transparency, participation, responsibility, and valuation. Those all were at a high level. But community cultural centre in the school for distribution the local way of life got the lowest mean and it was at a moderate level. 3. Suggestions to the educational administrators in 3 border provinces under Department of Local Administration from the study should do the learning reform, management at all levels must be a priority, equality in education, decentralization must be equal, quality insurance should be monitored on a continuous system, there should develop, human resource development should provide more training, resource mobilization and investment in education, all staff should cooperate in organizing all projects, and the use of information technology there should have enough equipment that must be used.
