การวิจัยนี้มีความมุ่งหมายเพื่อศึกษาความคิดเห็นของครูผู้สอนต่อการบริหารงบประมาณ โดยใช้โรงเรียนเป็นฐาน ของโรงเรียนในกลุ่มพัฒนาคุณภาพการศึกษาไพรบึง (กพศ.16) อำเภอไพรบึง สำนักงานเขตพื้นที่การศึกษาประถมศึกษาศรีสะเกษ เขต 3 กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้ คือ ครูผู้สอนในโรงเรียนในกลุ่มพัฒนาคุณภาพการศึกษาไพรบึง (กพศ.16) อำเภอไพรบึง สำนักงานเขตพื้นที่การศึกษาประถมศึกษาศรีสะเกษ เขต 3 ภาคเรียนที่ 1 ปีการศึกษา 2555 จำนวน 101 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถาม (Questionnaire) แบบมาตราส่วนประมาณค่า 5 ระดับ วิเคราะห์ข้อมูลโดยหาค่าเฉลี่ยและค่าร้อยละ ผลการวิจัยพบว่า ระดับความคิดเห็นของครูผู้สอนต่อการบริหารงานงบประมาณของโรงเรียน โดยใช้โรงเรียนเป็นฐาน ทั้ง 8 ด้าน โดยเฉลี่ยอยู่ในระดับมาก เมื่อพิจารณาในรายด้าน พบว่า ด้านการควบคุมงบประมาณและด้านการบริหารทางการเงินมีค่าเฉลี่ยอยู่ในระดับมากที่สุด ตามลำดับ ด้านการจัดระบบจัดซื้อจัดจ้าง การรายงานทางการเงิน การวางแผนงบประมาณ การตรวจสอบภายใน และการบริหารทรัพย์สิน อยู่ในระดับมาก และด้านการกำหนดผลผลิตและการคำนวณต้นทุน อยู่ในระดับปานกลาง
The purpose of this study was to study the opinion of teachers on budgeting management by using school-based of schools in Praibueng Educational Quality Development Group (PEQDG.16), Praibueng district, the Office of Sisaket Primary Educational Service Area 3. The population in this study included 101 school teachers in Praibueng Educational Quality Development Group (PEQDG.16), Praibueng district, the Office of Sisaket Primary Educational Service Area 3, in the first semester of 2012 academic year. Instrument in the study was a 5-rating scale questionnaire. Statistics used in analyzing data were mean and percentage. The findings were The opinion of teachers on budgeting management by using school-based of the schools in 8 aspects was at a high level. When taking into consideration by each aspect found that the budgeting control and financial management were at the highest level. On the purchasing-hiring system, the financial report, the budgeting planning, the internal investigations, and the property management, were at high level. The designation of products and the calculation of cost was at a moderate level.
