การวิจัยนี้มีความมุ่งหมายของการวิจัย 1) เศึกษาสภาพการจัดทำและการใช้หลักสูตรสถานศึกษากลุ่มโรงเรียนเครือข่ายสถานศึกษาที่ 7 สำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุบลราชธานี เขต 3 และ 2) ศึกษาปัญหาการจัดทำและการใช้หลักสูตรสถานศึกษา ในกลุ่มโรงเรียนเครือข่ายสถานศึกษาที่ 7 สำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุบลราชธานี เขต 3 ประชากร ได้แก่ ข้าราชการครูและบุคลากรทางการศึกษา ในกลุ่มโรงเรียนเครือข่ายสถานศึกษาที่ 7 สำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุบลราชธานี เขต 3 จำนวน 115 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถาม ที่มีค่าสัมประสิทธิ์แอลฟาเท่ากับ .92 วิเคราะห์ข้อมูลเกี่ยวกับสภาพและปัญหาการจัดทำและการใช้หลักสูตรสถานศึกษา ใช้โปรแกรมสำเร็จรูป สถิติที่ใช้ ได้แก่ ค่าร้อยละ ค่าเฉลี่ย (µ) และหาค่าเบี่ยงเบนมาตรฐาน (σ) ผลการวิจัยพบว่า 1. ความคิดเห็นของข้าราชการครูและบุคลากรทางการศึกษาทีมีต่อสภาพการจัดทำและการใช้หลักสูตรสถานศึกษากลุ่มโรงเรียนเครือข่ายสถานศึกษาที่ 7 สำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุบลราชธานี เขต 3 อยู่ในระดับมาก ดังนี้ 1) การกำหนดวิสัยทัศน์ และคุณลักษณะอันพึงประสงค์ (µ = 3.84) 2) การจัดทำสาระหลักสูตร (µ = 4.01) 3) การกำหนดแนวทางการประเมินผลการเรียน (µ = 4.03) 4) การดำเนินการใช้หลักสูตรการออกแบบการจัดการเรียนรู้และเตรียมสื่อการเรียนรู้ (µ = 3.93) การจัดการเรียนรู้ (µ = 3.97) การบริหารจัดการหลักสูตร (µ = 3.90) และ 5) การดำเนินการประเมินหลักสูตร (µ = 3.82) 2. ความคิดเห็นของข้าราชการครูและบุคลากรทางการศึกษาเกี่ยวกับปัญหาการจัดทำและการใช้หลักสูตรสถานศึกษา สำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุบลราชธานี เขต 3 อยู่ในระดับปานกลาง ดังนี้ 1) การกำหนดวิสัยทัศน์และคุณลักษณะอันพึงประสงค์ (µ = 3.23) 2) การจัดทำสาระหลักสูตร (µ = 2.97) 3) การกำหนดแนวทางการประเมินผลการเรียน (µ = 2.95) 4) การดำเนินการใช้หลักสูตรการออกแบบการจัดการเรียนรู้และเตรียมสื่อการเรียนรู้ (µ = 2.88) การจัดการเรียนรู้ (µ = 2.86) การบริหารจัดการหลักสูตร (µ = 2.82) และ 5) การดำเนินการประเมินหลักสูตร (µ = 2.75)
The purposes of this research were (1) to study the condition and problems of developing and implementing the school curriculum in the group of networked school region 7th, under the Office of Primary Educational Service Ubolrachathani Area 3. The population were 115 government teachers and educational personnel in the group of networked school region 7th, under the Office of Primary Educational Service Ubolrachathani Area 3. The tools applied in this research questionnaire is valued at Alpha coefficient equal to 0.92, the data analysis concerning the problems of developing and implementing the school curriculum was applied by the statistical software packages such as percentage, average (µ) and the standard deviation (σ). Findings revealed that; 1. The opinions of the government teachers and educational personnel against the conditions and problems of developing and implementing the school curriculum in the group of networked school region 7th, under the Office of Primary Educational Service Ubolrachathani Area 3 are in high level as the following segments. 1) the vision establishment and desirable characteristics are average 3.84. 2) the development of curriculum content is average 4.01. 3) the identifying of the educational evaluation is average 4.03. 4) the implementing of the curriculum design for learning arrangement and learning media is average 3.93, the learning arrangement is 3.97, the curriculum management is average 3.90. and 5) the implementing of curriculum evaluation is average 3.82. 2. The opinions of the government teachers and educational personnel against the problems of developing and implementing the school curriculum under the Office of Primary Educational Service Ubolrachathani Area 3 that are in the moderate level. 1) the vision establishment and desirable characteristics are average 3.23. 2) the development of curriculum content is average 2.97. 3) the identifying of the educational evaluation is average 2.95. 4) the implementing of the curriculum design for learning arrangement and learning media is average 2.88, the learning arrangement is 2.86, the curriculum management is average 2.82. and 5) the implementing of curriculum evaluation is average 2.75.
