การวิจัยเรื่อง การสร้างแนวทางปฏิบัติและตัวชี้วัดตามพระราชบัญญัติมาตรฐานทางจริยธรรม สําหรับผู้จัดการสถานธนานุบาลขององค์กรปกครองส่วนท้องถิ่นเป็นการวิจัยเชิงคุณภาพ (Qualitative Research) มีวัตถุประสงค์เพื่อสร้างแนวทางปฏิบัติและตัวชี้วัดตามพระราชบัญญัติมาตรฐานทาง จริยธรรมสําหรับผู้จัดการสถานธนานุบาลขององค์กรปกครองส่วนท้องถิ่น กลุ่มตัวอย่างได้จากการเลือก แบบเจาะจง คือ ผู้ตรวจการสถานธนานุบาลประจําภาค จํานวน 3 คน ผู้ตรวจการสถานธนานุบาล ประจําเขต จํานวน 3 คน ผู้จัดการสถานธนานุบาล จํานวน 4 คน ผู้บังคับบัญชา จํานวน 2 คน ผู้ปฏิบัติงาน ในสถานธนานุบาล จํานวน 3 คน และผู้มารับบริการ จํานวน 3 คน รวมจํานวนทั้งสิ้น 18 คน เครื่องมือ ที่ใช้ คือ แบบสัมภาษณ์ชนิดมีโครงสร้าง แบบตรวจสอบประสิทธิภาพและความเหมาะสมของแบบ สัมภาษณ์ ผ่านการตรวจสอบคุณภาพของเครื่องมือ วิเคราะห์ข้อมูลโดยใช้ ค่าร้อยละ การวิเคราะห์ เนื้อหา การสรุปข้อมูลผู้ตอบแบบสัมภาษณ์ในแนวทางปฏิบัติและตัวชี้วัดของมาตรฐาน 7 ด้าน ประกอบด้วย 7 มาตรฐาน 20 แนวทาง และ 20 ตัวชี้วัด พบว่า ความคิดเห็นในการสร้างแนวทางปฏิบัติ และตัวชี้วัดตามพระราชบัญญัติมาตรฐานทางจริยธรรมสําหรับผู้จัดการสถานธนานุบาลขององค์กร ปกครองส่วนท้องถิ่น เห็นด้วย 7 มาตรฐาน และ 20 แนวทาง เมื่อพิจารณาตัวชี้วัด มีความคิดเห็น ไม่ เห็นด้วย 1 ตัวชี้วัด คือ ตัวชี้วัดในมาตรฐานด้านที่ 5 ตัวชี้วัดเพื่อการประเมิน คือ ค่าใช้จ่ายที่ลดลงไม่ น้อยกว่าร้อยละ 5 จากปีงบประมาณที่ผ่านมา โดยได้รับปริมาณงานและคุณภาพงานเท่าเดิมหรือเพิ่มขึ้น โดยภาพรวมแสดงถึงบุคลากรขององค์กรปกครองส่วนท้องถิ่นส่วนใหญ่เห็นความสําคัญของการประพฤติ ที่ดีงาม ถูกต้อง และมีคุณธรรมจริยธรรม อันจะนําไปเป็นประโยชน์ต่อตนเอง สังคม และการปฏิบัติงาน ที่มีประสิทธิภาพมากยิ่งขึ้นต่อไป
This research is establishing practices and indicators according to the Act on Ethical Standards for the Pawnshop Manager of the Local Government Organization that is Qualitative Research. The research objectives were to establish practices and indicators according to the Act on Ethical Standards for the Pawnshop Manager of the Local Government Organization. The simple used in this research was 18 person as follows: 3 pawnshop managers regional inspectors, 3 pawnshop district inspectors, 4 pawn management managers, 2 supervisors, 3 workers in the pawnshop, and 3 servants. The tools used for data collection were structured interview form, an evaluation form and the quality of all research tools was checked. The statistics of data analysis were percentage, content analysis and the data summary in an interview form about practices guidelines and indicators of 7 standards that consisted of 20 guidelines and 20 indicators. The study found that: the opinions in the establishing practices and indicators according to the Act on Ethical Standards for the Government Manager of the Local Government Organization to agree in 7 standards and 20 guidelines. When considering the indicators, it was found that disagreed 1 indicator in Standard 5 aims for the achievement of the work was lower cost, not less than 5% from annual budget in the past by receiving work load and work quality in the same or increase. As of result, the study showed most of the personnel of the Local Government Organization that led to good behavior, fair and had virtue of the moral, ethical. It will benefit self, society and better performance.
