การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษา 1) สภาพปัจจุบัน สภาพที่พึงประสงค์และการเรียงลําดับความต้องการ จําเป็น ภาวะผู้นําเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา และ 2) แนวทางการพัฒนาภาวะผู้นําเชิงสร้างสรรค์ของ ผู้บริหารสถานศึกษา สํานักงานเขตพื้นที่การศึกษาประถมศึกษาปทุมธานี เขต 1 กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้ ได้แก่ ครูผู้สอนในสถานศึกษา สังกัดสํานักงานเขตพื้นที่การศึกษาประถมศึกษาปทุมธานี เขต 1 จํานวน 320 คน โดย ใช้วิธีการสุ่มแบบชั้นภูมิ ผู้ให้ข้อมูลสําคัญได้แก่ผู้บริหารสถานศึกษาจํานวน 5 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามที่เป็นรูปแบบการตอบสนองคู่ (Dual-Response Format) แบบมาตราส่วนประมาณค่า 5 ระดับ โดย พิจารณาความสอดคล้อง คํานวณหาความเที่ยงตรงเชิงเนื้อหาของแบบสอบถามมีค่า IOC อยู่ระหว่าง 0.6-1 และ แบบสัมภาษณ์แบบมีโครงสร้าง สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบน มาตรฐาน ค่าดัชนีการเรียงลําดับความสําคัญของความต้องการจําเป็น และการวิเคราะห์เชิงเนื้อหา ผลการวิจัยพบว่า 1) สภาพปัจจุบันภาวะผู้นําเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา สังกัดสํานักงานเขต พื้นที่การศึกษาประถมศึกษาปทุมธานี เขต 1 ในภาพรวมอยู่ในระดับมาก และสภาพที่พึงประสงค์อยู่ในระดับมากที่สุด 2) แนวทางพัฒนาภาวะผู้นําเชิงสร้างสรรค์ของผู้บริหาร สังกัดสํานักงานเขตพื้นที่การศึกษาประถมศึกษาปทุมธานี เขต 1 มีดังนี้ (1) ด้านการมีความยืดหยุ่น ผู้บริหารสถานศึกษาต้องเปิดโอกาสให้ครูและบุคลากรได้เสนอความคิดเห็น และนํามาใช้เป็นแนวทางในการพัฒนาสถานศึกษาร่วมกัน (2) ด้านการมีจินตนาการ ผู้บริหารสถานศึกษาต้อง สามารถสร้างความศรัทธาและความเชื่อมั่นให้บุคลากรยอมรับและร่วมมือในการสร้างสรรค์ผลงาน (3) ด้านการ ทํางานเป็นทีม ผู้บริหารสถานศึกษาต้องมีการเรียนรู้และวางแผนในการทํางานร่วมกัน (4) ด้านการมีวิสัยทัศน์ ผู้บริหารสถานศึกษาต้องพร้อมที่จะปรับเปลี่ยนเรียนรู้สิ่งใหม่ก้าวทันการเปลี่ยนแปลงที่เกิดขึ้น
This research aimed to: 1) study the current and desired states as well as the priority needs index (PNI) of creative leadership among school administrators under the Pathum Thani Primary Educational Service Area Office 1, and 2) explore the approaches to developing effective creative leadership qualities of school administrators under the Pathum Thani Primary Educational Service Area Office 1. The research sample consisted of teachers in the Pathum Thani Primary Educational Service Area Office 1, totaling 320 individuals, selected through a stratified random sampling. The key informants included five school administrators. The research instruments involved a dual-response format questionnaire with a 5-point Likert scale with considerations to the consistency and content validity based on the index of Item-Objective Congruence (IOC) which ranged between 0.6-1, and a structured interview process. Statistical methods used for data analysis encompassed frequency, percentage, mean, standard deviation, the priority index of needs (PNI modified), and content analysis. Results of the research have shown that: 1) the current state of creative leadership qualities of school administrators under the Pathum Thani Primary Educational Service Area Office 1 were overall at its high level, while the desired state of creative leadership qualities of school administrators under the Pathum Thani Primary Educational Service Area Office 1 were at the highest level, and 2) the approaches to developing effective creative leadership qualities of administrators under the Pathum Thani Primary Educational Service Area Office 1 entailed the following outcomes: (1) Flexibility: school administrators must provide opportunities for teachers and stuff to express their opinions and use them as guidelines for jointly developing the school, (2) Imagination: school administrators must bring trust and confidence among personnel into taking and collaborating on initiatives that benefit the school, (3) Teamwork: school administrators must be willing to learn and plan ways to co-operate in a group task effort; and (4) Vision: school administrators must be ready to adapt and modernize strategies to catch up with the changing world.
